W. BROOKS, A.I.C.P.
Chief Administrative Officer
Mr. Brooks has more than twenty-three years of professional experience in the
public sector, the vast majority in highly responsible senior level
administrative positions. He was appointed as Chief Administrative
Officer of the City of Orlando by Mayor Buddy Dyer in December 2005, and
is responsible assisting the Mayor with the day-to-day operations and
coordination of City departments and services, and oversight of
implementation of policies adopted by the City Council. This involves
administration of an organization with approximately 3,400 employees and
an annual operating budget of over $926 million, serving a
community of approximately 235,000 residents and thriving businesses.
His professional experience also includes serving as Director of the
Families, Parks and Recreation Department of the City of Orlando;
serving as executive director (chief executive officer) of the Central
Florida Regional Transportation Authority (LYNX); and, he worked with
Orange County Government for more than 14 years, rising to the position
of deputy county administrator, with day-to-day administrative oversight
of as many as 6,000 employees and a $1.7 billion annual operating and
capital budget and responsibilities in every service area of local
government.
Mr. Brooks received his master’s degree in City and Regional Planning
from Clemson University, and his Bachelors degree from Furman
University. He also completed the Program for Senior Executives in State
and Local Government at the John F. Kennedy School of Government at
Harvard University; and the Executive Leadership Institute of the
National Forum for Black Public Administrators. Mr. Brooks obtained his
official designation as a certified planner (AICP) from the American
Institute of Certified Planners, American Planning Association.
Mr. Brooks’ community involvement is extensive, including board of
directors seats on the following (past or present): Orlando Regional
Chamber of Commerce; Coalition for the Homeless of Central Florida;
Heart of Florida United Way; YMCA Black Achievers; YMCA; Healthy
Community Initiative; NEED, Inc; Black Business Investment Fund Loan
Committee; Mid-Florida Chapter of National Forum for Black Public
Administrators, and Negro Spiritual Scholarship Foundation. His
professional affiliations (past and present) include: American Public
Transportation Association; American Planning Association; International
City/County Managers’ Association; National Forum for Black Public
Administrators. |
