DEBORAH
D. GIRARD, C.P.A., C.G.F.O.
Deputy Chief Administrative Officer
Mrs. Girard serves as Deputy Chief Administrative Officer for the City
of Orlando and shares in the responsibility of day-to-day operations at
the City. She is responsible for assisting the Chief Administrative
Officer with overseeing various departments including: Human Resources
and Labor Relations; Families Parks and Recreation; Housing and
Community Development; and the Orlando Fire Department. She is also the
City‘s operating liaison to the Greater Orlando Aviation Authority and
the Orlando Utilities Commission. Mrs. Girard currently serves on the
Orange County Library Governing Board representing the City of Orlando
since 2006.
Mrs. Girard has over twenty-nine years of professional experience in
both the public and private sector. She joined the City in 2002 and in
2006 she was appointed by Mayor Buddy Dyer to the position of Deputy
Chief Administrative Officer. Prior to that, she was the Director of the
Management, Budget, and Accounting Department. Before joining the City,
Mrs. Girard served Hillsborough County, Florida for approximately 11
years, primarily in the capacities of Director of Finance and Director
of Accounting. She has also served in a Director capacity within a
Federal Agency and an Independent Special Taxing District. Mrs. Girard
started her career with the international accounting firm of Price
Waterhouse where she was designated a State and Local Government
Industry Specialist for seven years.
Deborah has three undergraduate degrees in Accounting, Finance, and
Management. She also has a Masters of Business Administration with a
concentration in taxation. Deborah has been a member of the Florida
Government Finance Officers Association (FGFOA) and Government Finance
Officers Association (GFOA) since 1982. She has served the FGFOA for a
number of years, serving three years on the Membership and Publications
Committee, including one year as chairperson. She has served on the
Nominating Committee, on various ad-hoc committees, and as Board liaison
to the Career Development Committee, Legislative Committee, Conference
Program Committee and Scholarship Committee. Deborah served on the FGFOA
Board of Directors for seven years, including serving as
Secretary-Treasurer, President-elect, and President of the State
Association. Deborah has also provided services to the GFOA and is
currently the National Chair of the Committee on Accounting, Auditing,
and Financial Reporting. |
