J. EDMONDS
Deputy Chief
Administrative Officer
Appointed as Deputy Chief Administrative Officer in April of 2008,
Mr. Edmonds came to his current position by way of holding a number of
top positions within the City of Orlando. With the City since 1989, Mr.
Edmonds first served in the Orlando Police Department as a Planning
Supervisor and Strategic Planner where he was instrumental in creating
the Department’s first Strategic Long Range Plan that aligned OPD’s
resources with a long term vision of customer service and programmatic
excellence. He was also a key player in the development of the
department’s Computer-aided Dispatch (CAD) system, automated records
management system, Paperless Automated Call Entry (PACE) system and the
implementation of OPD’s 800 MHz Radio System. Following that assignment,
he was promoted to the position of Senior Aide to the Chief
Administrative Officer. Two years he was promoted to the position of the
Solid Waste Bureau Chief. As the Solid Waste Bureau Chief, Mr. Edmonds
was successful in eliminating an inherited $2 million operating deficit.
Through business process reengineering, the Bureau was able to reduce
its budget by over $2.2 million within 15 months. He also created a more
efficient workforce, streamlined operations and improved overall
employee morale. In March of 2000, Mr. Edmonds was appointed to his
first tenure in the position of Deputy Chief Administrative Officer for
the City of Orlando.
Reporting to the Chief Administrative Officer, he shared in the
responsibility of the day-to-day operations of the City. He helped to
create an entrepreneurial business climate that led to creating business
efficiencies in the areas of public works, permitting, planning,
technology management and economic development. In April of 2005, Mr.
Edmonds was appointed by Mayor Dyer as the City’s Director of General
Administration where he oversaw the City’s internal operations including
Fleet, Facilities, Technology Management, Purchasing and Human Resources
and Labor Relations. Mr. Edmonds was also one of the principal authors
of the “The Blueprint for Using Community Venues to Create a Sustainable
Economic Impact” for the Community Venues projects.
In April of 2008,
Mr. Edmonds was reappointed to his current role of Deputy Chief
Administrative Officer.
Mr. Edmonds is a member of the Orlando Regional Chamber of Commerce
Leadership Alumni, the National Forum for Black Public Administrators,
and has served on the Executive Committee of the Metropolitan Orlando
Urban League. He has also served as a member and past president of the
Orlando Science Center Community Council, the International City/County
Manager Association (ICMA), the Congress for New Urbanism, and an
alumnus of the Central Florida YMCA Black Achievers Program. He is a
graduate of the University of Cincinnati with a Bachelor of Science in
Urban Planning and Design and has been a resident of the City of Orlando
since 1989.
