Risk Management is responsible for protecting the City of
Orlando from liability due to accidents, natural disasters and
occupational injury and disease. This is accomplished in several
ways:
- RISK RETENTION
- RISK TRANSFER
- CLAIMS HANDLING
Risk Retention and Risk Transfer are highly complex
processes, in which the City decides what losses can be paid
directly and what exposures require insurance. Typical losses
retained by the City are minor auto accidents, slip and fall
incidents involving the public, and various workers' compensation
claims. These exposure are paid through a self-insurance fund and do
not exceed the City’s insurance retention limit.
For loss exposures that could adversely affect the City's financial
base, risk transfer occurs through the purchase of insurance. Risk
Management uses broker intermediaries to purchase commercial
insurance policies that pay for losses exceeding the self-insured
retention. These policies include coverage for auto and general
liability, as well as property and excess Workers’ Compensation.
Many other insurance policies are purchased for specific exposures,
such as pollution liability and after school programs.
Determining the City's needs is a very complex process, handled by
the Risk Manager under general direction of the Risk Management
Committee.
Claims Handling is integral to the success of Risk
Management. Adjusters are required to be licensed by the State of
Florida and must be trained in claim handling procedures. They are
responsible for handling files in accordance with various Florida
Statutes and established legal doctrines. Court decisions can affect
claim-handling decisions, so adjusters must stay current on how the
courts are ruling. Adjusters are also required to maintain
continuing education requirements as mandated by the State of
Florida.
The adjuster's role is to protect the City's assets by reaching the
most equitable resolution while also protecting the parties
involved.
Safety aims to reduce illness and injury to City employees,
preventing property damage, and preserving the environment. The City
Of Orlando Safety Group makes every reasonable effort to promote,
create, and maintain a safe and healthful environment. This can only
be realized by adherence to basic safety principles, sound
management practices, and compliance with applicable federal, state,
and local codes, laws, and standards.
As a Section of the Risk Management Division, the Safety Group’s
primary concern is to protect the health and safety of City
employees and the environment. These goals are met through the
implementation of a comprehensive and effective Occupational Health
and Safety plan that endeavors to eliminate unsafe conditions and
minimize the impact of hazardous situations.
