Special Assessment Option for Neighborhood Improvements

The City established a new self-help program in 1996, wherein the City acts as facilitator to assist in  neighborhood initiatives by allowing a special assessment to be levied on affected properties. 

This special assessment option enables the creation of assessment areas initiated by a petition process of affected property owners.  This petition process allows property owners to fund needed improvements or services.  There must be majority support of the affected owners in order for the special assessment to be established.  Examples (which are illustrative and not limiting)

Capital:
    
Asphalt removal (to return to original brick
          streets)
    
Major community change – related to safety
          or security issues
    
Entranceway features and identification

Recurring:
    
Parkway median enhancement – creating a
          unique neighborhood environment
    
Landscape Irrigation
     
Maintenance of neighborhood walls
