Sec. 7.03. Purposes; Rules
of Construction;
Interpretation
A. This
Code shall be liberally construed and applied to promote its
underlying purposes and policies and:
1.
To simplify and clarify the law governing procurement by the
City.
2. To
permit the continued development of procurement policies and
practices.
3. To make as consistent as possible the
procurement laws among the various departments and agencies of
this City.
4. To provide for increased public
confidence in the procedures used in public procurement.
5. To secure the advantages of a
centralized procurement and materials management process.
6. To insure fair and
equitable treatment to all who deal with the procurement system of
this City.
7. To provide increased economy and to
maximize to the fullest extent practical, the purchasing value of
public funds of this City.
8. To promote effective broad based
competition within the free enterprise
system.
9. To provide adequate internal safeguards
for the maintenance of a quality procurement System.
B. Compliance
with City Code Chapter 57. In the application of this
Purchasing Code, the provisions of Chapter 57 pertaining to
minority business enterprises and women-owned business enterprises
shall be followed.
