Sec. 7.12. Centralization
of Procurement Authority
Except as otherwise
provided, all rights, powers, duties and authority relating to the
procurement of supplies and services, and the management, control,
warehousing, sale and disposal of supplies and services, now
vested in or exercised by any using bureau or office are hereby
transferred to the Director.
A. Relationship
with Using Agencies. The Director shall obtain expert advice
and assistance from personnel of using agencies in the development
of specifications and may, as necessary, delegate in writing to a
using agency the approval and authority to prepare its own
specifications.
B. Collection
of Data Concerning Procurement. All using agencies shall
furnish such reports as the Director may require concerning usage,
needs and stock on hand; and the Director shall have authority to
prescribe forms to be used by the using agencies in
requisitioning, ordering and reporting of supplies, services and
construction.
