Sec. 7.21.
Emergency Procurement
Notwithstanding any other
provision of this Code, the Director or
his designee may make or authorize others to make emergency
procurement when there exists a threat to public health,
welfare,
or safety as determined under Emergency Purchase Procedures
promulgated by the Director, provided that such emergency
procurements shall be made with such competition as is practic-
able under the circumstances. A full written determination of the
basis of the emergency and for the selection of the particular
contractor shall be included on the emergency purchase form and
shall be filed as a permanent and public record of the purchase.
