Mr. Brooks has more than twenty-eight years of professional experience in the public sector, the vast majority in highly responsible senior level administrative positions. Mayor Buddy Dyer appointed him as Chief Administrative Officer of the City of Orlando in December 2005. He is responsible for assisting the Mayor with the day-to-day operations and coordination of City departments and services, and oversight of implementation of policies adopted by the City Council. This involves administration of an organization with approximately 3,600 employees and an annual operating budget approaching $1 billion, serving a community of approximately 250,000 residents and thriving businesses.

His professional experience also includes serving as Director of the Families, Parks and Recreation Department of the City of Orlando, and Executive Director (chief executive officer) of the Central Florida Regional Transportation Authority (LYNX). He also worked with the Orange County for more than 14 years, rising to the position of Deputy County Administrator, responsible for the day-to-day administrative oversight of as many as 6,000 employees, every service area of local government and a $1.7 billion annual operating and capital budget.

Mr. Brooks received his master’s degree in City and Regional Planning from Clemson University and his bachelor’s degree from Furman University. He also completed the Program for Senior Executives in State and Local Government at the John F. Kennedy School of Government at Harvard University and the Executive Leadership Institute of the National Forum for Black Public Administrators. Mr. Brooks obtained his official designation as a certified planner (AICP) from the American Institute of Certified Planners, American Planning Association.
