As a City, we focus on strategic growth to ensure that as Orlando grows, we grow in a way that both preserves the unique character of our neighborhoods and provides for affordable, quality housing opportunities for our residents.
Key to this effort is working with residents and businesses to ensure redevelopment helps to uplift our neighborhoods while protecting their special character and complementing it.
To further this, in April 2017, the City adopted changes to our code about the development of tandems and duplexes. Changes include design goals that help to reduce the visual impact of larger homes, allow for needed parking while protecting street access, ensuring front porches, front yards and landscaping help blend new homes into the neighborhoods and promoting architectural detail and variety.

As part of this planning process, the City held extensive stakeholder meetings and sought input from the community, including both residents and developers, to ensure the broad interests of the community are represented.

Municipal Planning Board Public Meeting – December 2016
The City’s Municipal Planning Board recommended approval of proposed code amendments for duplex and tandem development on Tuesday, December 20, 2016.
Community Workshop – September 2016
Based on previous community outreach and continuing conversations, City staff prepared a preliminary set of recommendations that was presented for public input at a community workshop on Wednesday, September 21, 2016.

In late 2014 and early 2015, City staff began to hold stakeholder meetings with developers and attend neighborhood association meetings to start exploring changes to the City’s code regarding tandems and duplexes.
In March and April 2015, City staff presented workshops to the Municipal Planning Board proposing multiple suggestions on possible revisions to the code to receive input from the Board and the public on refining those suggestions.
The City published an online survey in early 2016 to obtain more input. The survey asked for a simple “thumbs up” or “thumbs down” on 20 duplex and tandem homes in Orlando. The results were grouped by housing type to determine what patterns emerge.
