AFFORDABLE HOUSING ADVISORY COMMITTEE:
Reviews the established policies and procedures, ordinances, land
development regulations etc. and recommends to Mayor and City Council
specific initiatives to encourage or facilitate affordable housing. 9
members. MEETINGS: 2nd. Tuesday, 3:30 p.m. (March)
AUDIT BOARD: Advises City
Council on financial and audit matters. 5 members, at least four having
financial experience. MEETINGS: Quarterly, 2:00 p.m.. (August)
BUILDING & FIRE CODES BOARD OF APPEAL:
Hears appeals from decisions by the Fire Chief and Building Official in
resolving conflicts between the Building and Fire prevention Codes. 7
members. MEETINGS: 1st. Fridays, 9:00 a.m. (January)
CERTIFICATION BOARD:
The Board reviews evidence presented by minority and women-owned
business enterprises to prove their compliance with the definitions of
such businesses, and issues certification or recognition to those
businesses that comply. The 7 members.
MEETINGS: Last Wednesday each month, 8:30 a.m. (May)
CHAPTER 57 REVIEW
BOARD: Reviews complaints of racial, religious, gender
and ethnic discrimination as well as appeals from denials of
certification of minority and women owned businesses. 7 members. 2 year
terms. MEETINGS: 3rd Thursday, 9:15 a.m. (June)
CITIZENS POLICE REVIEW BOARD:
Advises the Police Chief with regard to citizen complaints and
departmental investigations thereof, and with regard to Departmental
policies pertaining to use of force and police conduct toward the
citizenry. 9 members. City Residency Required. MEETINGS: 1st Wednesday,
8 a.m. (October)
CIVIL SERVICE BOARD:
Administers and enforces the Civil Service Act and Code of Rules for
firefighters and police officers; provides examinations, maintains
eligibility lists, conducts investigations and hears appeals. 5 members,
3-year terms. MEETINGS: Bi-monthly, 6:00 p.m. (December)
CODE ENFORCEMENT BOARD:
Hears and decides alleged violations of City Codes. 7 members; City
Residency Required. 3-year terms. Requires Financial Disclosure.
MEETINGS: 2nd Wednesday, 9 a.m. (September)
DOWNTOWN DEVELOPMENT BOARD:
Works to revitalize and preserve property values, reduce present and
prevent future deterioration, and encourage development in the district.
5 members, with principal residence, employment, place of business, or
ownership of realty in the development area; 3 year terms. MEETINGS: 4th
Wednesday, 3 p.m. (June)
FAMILIES, PARKS AND RECREATION BOARD:
Advises and assists Council in establishing city-wide comprehensive
system of supervised recreational, cultural & educational facilities &
programs; advises as to the proper care & management of facilities &
charging rental fees for use of such facilities; establishes a
comprehensive system of supervised recreation; considers City funding
requests; enlists citizens' support. Not more than 9 members. MEETINGS:
3rd Tuesday, 11 a.m. (September)
HARRY P. LEU GARDENS BOARD OF TRUSTEES:
Controls, operates, manages and maintains Harry P. Leu Gardens. 7-9
members. MEETINGS: 4th Wednesday, 7:45 a.m. (January)
HISTORIC PRESERVATION BOARD:
Promotes welfare of City through preservation and protection of historic
structures, sites, monuments and areas. Recommends to Municipal Planning
Board establishment of historic districts, designation of historic
landmarks, and holds public hearings. 9 members. City Residency
Required. MEETINGS: 1st Wednesday, 4 p.m. (October)
HOUSING AUTHORITY OF THE CITY OF ORLANDO:
A non‑profit public corporation with all necessary powers to conduct and
operate accommodations at the lowest possible rate, and consistent with
decent, safe and sanitary standards. 7 members; 4‑year terms. MEETINGS:
3rd. Thursday, 2 p.m. (January)
MENNELLO MUSEUM OF AMERICAN
FOLK ART BOARD OF TRUSTEES: Advises the City
on development, management and operation issues for the Mennello Museum.
13 members; 2-year terms. MEETINGS: 2nd. Tuesday, 4:00 p.m., Bi-Monthly.

*MUNICIPAL PLANNING BOARD:
Local planning agency responsible for Growth Management Program;
prepares comprehensive plan of municipal improvements; reviews plats;
recommends zoning and other land development regulations; coordinates
land development and regulatory functions of other City boards by
consolidating recommendations to City Council. 11 members; City
residents. Requires Financial Disclosure. MEETINGS: 3rd Tuesday, 8:30
a.m. (July)
NOMINATING BOARD:
Recommends qualified individuals for appointments to City and
Multi‑jurisdictional boards. Recruits applicants with the interest,
expertise and time for board service. Plans orientation sessions for
board members. 9 members. MEETINGS: 2nd Wednesday, 8 a.m. (May)
CRIMINAL NUISANCE ABATEMENT BOARD:
Hears complaints on allegations that any place or premises constitutes a
public nuisance after being used on more than two occasions as the site
for unlawful sale/delivery of controlled substances. 5 members.
MEETINGS: 2nd. Tuesday, 4:00 p.m., as called. (February)
ORLANDO UTILITIES COMMISSION:
Created by Special Act of Florida Legislature in 1923 to manage the
municipal water and electric service. 5 members (customers and qualified
electors residing within OUC service area): The Mayor of Orlando and at
least 2 members must reside in the City, and at least one member must
reside in the unincorporated service area. 4‑year terms. MEETINGS: 2nd
Tuesday, 2 p.m. (December)
PUBLIC ART ADVISORY BOARD:
Establishes a Public Art Master Plan; recommends specific projects,
selection of art works, landscaping and architectural enhancements. 9

VEHICLES FOR HIRE APPEAL BOARD:
Acts as an advisor to the Mayor & City Council on matters concerning the
Vehicle for Hire Industry & services. Adopts rules and regulations to
govern its operation and activities & hear appeals from an
administrative decision or interpretation of the Vehicles for Hire
Administrator. 5 members. MEETINGS: 2nd. Thursday, 8:15 a.m. (November)
*ZONING ADJUSTMENT, BOARD OF:
Makes recommendations on certain special exceptions and variances to
Code Chapter 65 and appeals from determinations by the Zoning and
Appearance Review Officials. 9 members; City residents and taxpayers.

MULTI-JURISDICTIONAL BOARDS
ORANGE BLOSSOM TRAIL DEVELOPMENT BOARD:
A nonprofit corporation which plans and implements projects intended to
revitalize Orange Blossom Trail. 9 members; 3 City appointees, 4 -year
terms. MEETINGS: 1st Monday, 7:30 a.m. (January)
ORANGE COUNTY CIVIC FACILITIES AUTHORITY:
Plans, develops, constructs, improves, and operates facilities for
conventions, expositions, civic, cultural, recreational, athletic and
similar activities. 11 members (4 City residents representing Orlando).
3-year terms. MEETINGS: 3rd. Wednesday, 10:00 a.m. (December)
ORANGE COUNTY LIBRARY BOARD OF TRUSTEES:
Adopts bylaws and establishes policies on operation of Library. 5
members appointed by County Commissioners with 2 nominated by City
Council. 4-year terms. MEETINGS: 2nd Thursday, 7 p.m (December)
