OPD Officer Recognition
I am proud to recognize one of our own,
OPD’s Detective Michael Moreschi, who is here with us today.
Detective Moreschi is currently the Corporal of the Homicide Unit
and is recognized nationally as an expert is solving cold case
Detective Moreschi was recently honored with the Award of Excellence
for Career Achievement from the International Homicide Investigators
The organization has members from all over the world, so as you can
see, this recognition is very prestigious.
I want to personally thank Detective Moreschi for his service and
dedication to our community and for helping us ensure Orlando
remains a safe place for everyone who lives or visits here.
Commissioners, building on our commitment to investing in youth
programming, I am happy to announce a new partnership with Governor
Scott and Volunteer Florida, The Governor-Mayor’s Initiative.
The program will fund the addition of 32 AmeriCorps members through
the Orlando-Partnership for School Success (O-PASS) to provide
academic and social support to some of our most at-risk students
here in Orlando.
These volunteers will work in approximately 17 of our community
centers and public schools and serve an estimated 600 students
throughout the City.
National Night Out
I want to invite all Orlando residents to participate in 30th
Annual National Night Out on Tuesday, August 6th, 2013, along with
our City Commissioners, the Orlando Police Department and the
Orlando Fire Department.
Leading up to National Night Out will be kickoff parties in District
2 hosted by Commissioner Ortiz on July 25th, in District 3 hosted by
Commissioner Stuart on August 1st and in District 4 Commissioner
Sheehan will host the 4th annual kickoff party in SODO on August
National Night Out is an annual event that helps build stronger,
safer communities by giving crime a going away party. The event is
designed to heighten crime and drug prevention awareness, generate
support and participation in local anticrime programs, strengthen
neighborhood spirit and police-community partnerships and send a
message to criminals that neighborhoods are working together to keep

our National Night efforts and has placed in the top winning
categories for the last 18 years in a row.

Items of Note
Citrus Bowl Construction Manager Contract
On today’s agenda is the construction
manager at risk contract for the reconstruction of the Florida
Citrus Bowl. This contract will allow the City to begin work on long
lead-time materials procurement like pre-cast concrete and begin
early construction items such as underground utility work.
Starting on these items now will enable the City to remain on
schedule and complete the project within the short time frame so our
annual games like Capital One Bowl, Russell Athletic Bowl and the
Florida Classic - along with other events - won't be affected.
Discussions are underway about additional funding from the Tourist
Development Tax for the Florida Citrus Bowl reconstruction so the
final budget and funding plan have not been finalized yet.
Ultimately, we will build a stadium with the money available, but
the City is currently allowing room for future flexibility and
