		<item><title>City News: State of the City</title><description><![CDATA[<P>Dear Friend, </P>
<P></P>
<P>Yesterday, the Mayors of Orlando, Tampa, Lakeland and Miami reached out to Governor Scott to make it unmistakably clear that the Orlando to Tampa High Speed Rail project could be built without one dime from Florida taxpayers and absolutely no risk to the state.</P>
<P>Unfortunately, it appears Governor Scott has chosen to ignore these facts and has reiterated his decision to reject federal funding for the project as well as Florida's inclusion in an eventual state and nationwide high speed rail network.</P>
<P>This is an incredibly disappointing turn of events for the residents of our state who desperately need jobs and now face a future of increasingly gridlocked roads and the potential for five and six dollar a gallon gasoline.</P>
<P>While I am disappointed that Florida will not break ground on high speed rail this year, I am in awe of the work that was done by so many people in the last few weeks who fought to save this once in a generation project. This broad coalition of Florida's elected leaders, residents and businesses worked tirelessly to deliver a plan that would have allowed the private sector to take on the cost and risk of the project. It is truly a shame that Floridians are going to miss out on the many benefits of high speed rail.</P>
<P>I also want to thank the United States Department of Transportation and Secretary Ray LaHood for their level of patience and cooperation. It's clear that our federal partners realize the importance of Florida as a critical part of America's high speed rail network.</P>
<P>While I share the frustration of millions of Floridians during this moment of great disappointment, I remain committed to working toward a day when High Speed Rail will be a reality for us, a reality that creates jobs and prosperity for everyone who calls our great state home.</P>

<P>“Can Parramore produce the next Larry Page or Mark Zuckerberg?” “What do you plan to do to bring more business to Orlando and reduce crime in 2011?” “What are your plans for attracting more professional or minor league sports teams to Orlando?” These questions from Bob, Joshua and Jennifer are just a few that I have received since inviting Orlando residents to ask me questions for my State of the City Address.</P>
<P>I would still like to hear from you. Go to CityofOrlando.net and ask me a question, either by Facebook, Google Moderator, e-mail or postal mail. If you don't have a question, you can browse through the ones already asked on Google Moderator and vote on the ones that interest you. I will answer as many of these questions as I can at my State of the City address and will answer the rest at a different event or online. </P>

<P>Earlier this week, Governor Rick Scott declined over 2.5 billion dollars in Federal funding for a high speed rail line between Tampa and Orlando. Despite this setback, we are continuing to work diligently with our members of Congress, federal transportation officials, members of the Florida Legislature and our business community to explore all options available to move the Florida High Speed Rail project forward.</P>
<P>United States Transportation Secretary Ray LaHood has committed that our funding would not be re-allocated to another community until Friday, February 25th. That gives us slightly more than a week to find a solution to allow us to begin construction or convince Governor Scott to adjust his position on the issue. <BR>Over the last 24 hours, I have seen Floridians from every walk of life and every political ideology step up in their vocal support for this project. I am confident that we can find a solution to secure Florida's High Speed Rail project and begin laying the foundation for job creation and economic opportunity for the residents of our state.</P>
<P>We are now working with the United States Department of Transportation and Florida's congressional delegation to further educate Governor Scott about the project, its ridership estimates and costs and the protections the request for qualifications (RFQ) would afford the state of Florida. Successful respondents to the RFQ would assume all cost risk for both construction and operation. The RFQ would engage the private sector to offer innovative proposals to help finance the balance of the costs and to construct and operate this system, eliminating any cost and risk to the state. </P>
<P>I am hopeful that Governor Scott will reconsider his position on this issue and choose to work together toward a day when high speed rail will be a reality for Floridians, a reality that creates jobs and prosperity for everyone who calls our great state home.</P>
<P>High Speed Rail for all of Florida is a project that was created collectively and supported by broad coalitions of our state's residents, businesses and lawmakers. It would only seem reasonable that a decision to cancel a once-in-a-generation project of this magnitude would be made collaboratively, rather than unilaterally by Florida's new chief executive.</P>
<P>The Orlando to Tampa High Speed Rail Line has impacts far beyond the borders of Central Florida as this project was to be the first step in a statewide and then national high speed rail network, and thus, the foundation for transforming America's transit system into a 21st century engine of progress and job creation. I am committed to doing everything possible to bring high speed rail to Florida.<BR></P>

<P>Come and enjoy a unique nature experience at the Orlando Wetlands Park Festival on Saturday, February 19, from 9 a.m. to 3 p.m. at Fort Christmas Park. The Orlando Wetlands Park festival is fun, free and educational. There will be many interactive children's activities and live wildlife shows featuring alligators, a Florida panther, snakes and much more. You can also participate in numerous guided tours such as hiking trails, bird watching excursions, hay rides and bus tours along the wetlands.</P>
<P>The Orlando Wetlands Park is a wonderful wilderness area to experience nature and enjoy scenic sunsets. It is also the world's first large scale wetlands treatment system and is part of the City's Green Works Orlando Initiative. It was designed to remove nutrients from reclaimed water in a safe, natural and effective method. This treatment facility protects our water resources by reducing potentially harmful nutrients and creates a home for numerous native animals, waterfowl and migratory birds.</P>

<P>This week, I traveled to Washington, DC to participate in a series of events aimed at jump starting our local economy and creating new jobs for our residents. I joined more than 200 mayors from around the country for the United States Conference of Mayors annual winter meeting.</P>
<P>Over the next year, in my role as co-chair of the organization's High Speed Rail Task Force, our City will be the focus of a nationwide effort to advocate for the creation of a national high speed rail network. Orlando will soon be home to America's first high speed rail line. In order for us to take full advantage of the power of the project, it cannot stand alone. We must advocate for a statewide, and then national network.</P>
<P>I also had the unique opportunity to participate in a discussion with members of the delegation from the Chinese State visit. Seated with my fellow Mayors from Chicago, Los Angeles, Denver and Phoenix, the forum was an opportunity to talk with Chinese leaders about potential areas of investment in our local economies that will create jobs for our residents. While there are certainly many challenges ahead in forging a deeper relationship with China, this was an important step toward what could be a mutually beneficial relationship between China and Central Florida.</P>

<P>This Monday, we celebrate Martin Luther King, Jr. Day. This important holiday honors a man who brought hope and healing to America during a time of great turmoil. A remarkable orator, Martin Luther King, Jr. inspired America and peacefully changed our nation through non-violent protest.<BR>To honor his accomplishments and the impact they have made on our country, the Mayor's Martin Luther King, Jr. Holiday Commission has coordinated several community celebrations. Come out for the Martin Luther King, Jr. Parade, which takes place on Saturday, January 15, at 10 a.m. in Downtown Orlando. On Sunday night, a special candle light vigil and interfaith worship will also be held. Starting at City Hall at 6 p.m., the group will march to Shiloh Baptist Church for a multicultural celebration held by the Interfaith Council of Central Florida. Shuttles will be available between City Hall and Shiloh Baptist Church. On Monday, the Great Day of Service starts at 9 a.m. at Lake Fran and will include garbage cleanup and tree planting. <BR>Visit CityofOrlando.net for more information on these events and others in the Central Florida region. <P>2010 was a memorable year for the City of Orlando. In the midst of a slow recovery from a nationwide recession, our City and its residents took important steps toward a better, brighter future.</P>
<P>We worked hard to create and protect jobs and lay the foundation for future prosperity in the form of a number of projects that will create opportunities for Central Floridians for generations to come.</P>
<P>I will never forget the excitement felt throughout Central Florida on the opening day of the Amway Center. This incredible building rivals any entertainment or sports venue in the world. Construction of the Amway Center helped many local businesses, and now the venue is helping to revitalize Downtown by attracting people to its stores and restaurants. We will look back at the opening of the Amway Center as a bold step forward for our community.</P>
<P>In 2010, we also worked hard to ensure SunRail, our region's first commuter rail line, stayed on track. We won final approval for SunRail with the assistance of our local legislative and congressional delegation. The initial commuter rail corridor will stretch from Debary to Sand Lake Road in 2013 with five stations in Orlando. Besides providing a much needed transportation alternative, construction and operation of the train system will create jobs and the new corridor should encourage development near the stations. </P>
<P>In large part because of our determination to see SunRail created, Florida was able to win funding for high speed rail. Connecting Orlando and Tampa in 2015, high speed rail will allow residents to travel at 168 mph and expand the business and tourism connections along the I-4 corridor.</P>
<P>At our Medical City in Lake Nona, the Nemours Children's Hospital topped off its building in August. In October, we broke ground for the University of Florida's Research and Academic Center. These two facilities are part of a medical research cluster that will include the Sanford-Burnham Medical Research Institute, the University of Central Florida's new College of Medicine, the UCF Health Science Campus, the UCF Burnett Biomedical Science Building; the Orlando Veteran Affairs Medical Center and the M.D. Anderson Orlando Cancer Research Institute. The Medical City will not only provide greatly expanded medical services for our residents, it will create high wage jobs and a new medical research industry in our community.</P>
<P>Perhaps most important, this was one of the safest years our community has ever experienced. Our police chief reports that violent crime and robberies are down dramatically. This is largely due the Orlando Police Department's tireless efforts to prevent crime. Both our police officers and firefighters worked hard to keep our community safe this year.</P>
<P>I am equally excited to see what our community can do to make this new year even better. I wish you a healthy and successful 2011.</P>

<P>Once again Christmas is upon us. Amidst the hustle and bustle of shopping, parties and decorations, this time of year offers us a chance to refocus on what is really important in life - like spending time with friends and family and giving to others.</P>
<P>This Christmas season many of our Central Florida neighbors are in need. In the spirit of the Christmas holiday, I encourage you to do what you can to make someone else's holiday a little brighter. As you gather with your family and friends also remember those who are not home because they are serving our country abroad. </P>
<P>On behalf of the City of Orlando I wish you a safe, healthy and Merry Christmas and a New Year filled with many blessings.</P>

<P><STRONG>Office Closures &amp; Garbage Schedule<BR></STRONG>City offices will be closed on Thursday, December 23 and Friday, December 24, for Christmas. <P>I would like to invite everyone out for the Champs Sports Bowl and the Capital One Bowl at the Florida Citrus Bowl Stadium.<BR><BR>On December 28, the North Carolina State Wolfpack and West Virginia Mountaineers will face off in the Champs Sports Bowl at 6:30 p.m. Then on New Year's Day, the Michigan State Spartans and Alabama Crimson Tide will battle it out in the Capital One Bowl starting at 1 p.m.</P>
<P>The current weather we are having could have presented challenges for these upcoming bowl games and the field at the Citrus Bowl, but we are pleased that that is not an issue now because of the City's investment in artificial field turf this year. Sports fans will also notice other new amenities as part of our renovation this summer, including new restrooms and new concession stands. </P>
<P>These bowl games and the annual Citrus Bowl Parade not only create excitement, they bring college football fans who make a tremendous economic impact on our community. With our new renovations to the Citrus Bowl, we will continue to pursue additional sporting events, such as conference championships or neutral site games like the Florida Classic we currently host. </P>

<P>I am happy to report that SunRail, Central Florida's first commuter rail system, has cleared its last major hurdle and remains on track for operations beginning in 2013.</P>
<P>Thursday morning, I participated in a meeting convened by U.S. Department of Transportation Secretary Ray LaHood in Washington, DC, where federal, state and local officials reached an agreement with Amtrak to drop objectionable provisions relating to liability that would have further delayed the SunRail project. This action clears the way for SunRail to receive a Full Funding Grant Agreement from the federal government, the final step in bringing commuter rail to the residents and visitors of Central Florida.</P>
<P>We expect construction for SunRail to begin in spring of 2011. Phase one of the system will be operational in 2013.</P>
<P>Getting to this point has been a long and difficult process. But, it's important to remember that securing these types of “game changing” projects that create benefits for generations to come is rarely an easy task. Our success has been, and continues to be, a product of historic partnership between our local governments, our state and federal leaders, our residents and our business and civic communities.</P>
<P>I want to specifically thank Congressman Mica and Congresswoman Brown for their continued support of SunRail. I also want to thank the residents of Central Florida for helping create a shared vision for the future of our community, one in which expanded transportation options such as SunRail make life better for everyone.</P>

This year, the City of Orlando and the Orlando Magic have teamed up to bring a fun-filled celebration to Downtown Orlando. Holiday Lights Orlando will take place at the new Amway Center Plaza on Monday, December 6, at 5 p.m. during the Orlando Magic Fan Fest.</P>
<P>Holiday Lights Orlando is a premiere holiday event for residents and families to start the celebration of the season with the lighting of the City's Christmas tree. In addition to the traditional tree lighting ceremony and the Orlando Magic Fan Fest, we will enjoy musical entertainment, the lighting of the menorah, free sampling of holiday treats and a visit from Santa Claus.</P>
<P>With thousands of spectacular lights, music and family fun, there's no better way to get in the holiday spirit. </P>

		<item><title>City News: Welcome Florida Classic</title><description><![CDATA[<P>Dear Friend, </P>
<P>This weekend, I welcome Florida A&amp;M University and Bethune-Cookman University fans to the City of Orlando for the Florida Classic. This in-state rivalry between football teams, marching bands and fans makes for an exciting atmosphere at the Florida Citrus Bowl. Outside the stadium, students, alumni and fans tailgate in a weekend-long celebration. 
<P>With Bethune-Cookman undefeated and Florida A&amp;M with only one loss in the MEAC football conference, the game promises to be very exciting. The two universities' marching bands will also provide spectators with an exciting half-time show that has become a legendary part of the Florida Classic. 
<P>This game will also be the first event held in the Citrus Bowl after the stadium's recent improvements. This summer, the City began work on the first phase of planned enhancements to the Citrus Bowl, including new turf, new restrooms and new concession stands. This renovation will allow the Citrus Bowl to remain competitive in attracting world-class events and bowl games. In addition to the Florida Classic, the stadium is home to the Capital One and Champs Sports Bowl, Florida Tusker football games and the Monster Truck Jam. 
<P>This weekend's Florida Classic brings fans from across the state to Orlando and has been a great tradition since it moved here in 1997. Besides the economic benefits to our City, this event brings people together and creates memories. Through the years, the Florida Classic has become a part of Orlando's character. I wish the fans from both universities a wonderful weekend of college football. Go MEAC! </P>

<P>Thursday was Veterans Day, and to honor the courageous men and women of our armed forces, the City of Orlando and the Mayor's Veterans Advisory council is hosting the Orlando Veterans Day Parade. The parade will take place on November 13, at 11 a.m. in Downtown Orlando. The City's Veterans Day Parade offers a unique and patriotic opportunity for the Central Florida community to honor our men and women in the armed forces.</P>
<P>The parade includes: men and women from more than 150 Central Florida veterans organizations, active duty military, high school marching bands and JROTCs and floats that were featured in the Gasparilla parade in Tampa. This year's grand marshal is Paul G. Hay, who has been a member of the Mayor's Veterans Advisory Council and has coordinated the Veterans Day Parade since 1999. Mr. Hay fought as a Navy Corpsman and Fleet Marine in the Korean War from 1947 to 1953. </P>
<P>To thank our active duty military, the City of Orlando has partnered with the United Service Organization (USO) to collect prepaid phone cards starting on November 15 through December 3. Cards of all denominations can be dropped off at the security desk in the rotunda of City Hall (400 South Orange Avenue). The collected cards will be shipped by the USO to troops overseas. </P>
<P>If you have never attended our Veterans Day Parade, I encourage you to come out and support our veterans. It's not only an exciting event, but it also means a tremendous amount for our veterans to see the community's support.</P>

<P>This weekend, the weather will be cool and sunny, more than perfect for the 40th annual Fiesta in the Park. This arts and craft show, with over 600 artists, has become a tradition at Lake Eola Park. In addition to a variety of booths, the event features a huge kids area as well as appearances by Cartoon Network's Ben 10 and Scooby Doo and music at the Disney Amphitheater.</P>
<P>The Fiesta in the Park Committee, made up of community volunteers, created this annual event that draws more people to Downtown than any other. The founder and chair, Corb Sarchet, started the group to promote the arts and Downtown. Over the years, Fiesta in the Park has contributed more than $1 million to Lake Eola Park improvements and other City projects.</P>
<P>The events runs from 10 a.m. to 5 p.m. on Saturday and Sunday, so take a break in your weekend schedule and stop by Lake Eola for a funnel cake or healthier snack and explore the many vendors on hand. You will discover why Fiesta in the Park has been a community favorite for 40 years.</P>

<P>I would like to encourage everyone to vote in the general election on Tuesday,&nbsp; November 2. Each vote counts, and voting gives you a powerful voice in how our local, state and federal governments make decisions.&nbsp;&nbsp; Whether your favored candidate wins or loses, your opinion and point of view speak loudly on Election Day.<BR>&nbsp;<BR>Many residents have taken advantage of early and absentee voting. 		<item><title>Ciy News: Safety in Orlando</title><description><![CDATA[<P>Dear Friend, </P>
<P>I would like to welcome the International Association of Chiefs of Police (IACP) to our community today. Their annual conference draws law enforcement executives from around the world and showcases the host agency, the Orlando Police Department (OPD). This is a historic conference, as Chief Val B. Demings will be the first female Chief of Police to host the IACP in Orlando.</P>
<P>The IACP conference gives law enforcement officials an opportunity to share their best practices and discuss challenges with their peers. This exchange of success stories improves law enforcement efforts for participating members. Our successful Gun Bounty program is just one example of an initiative adopted from another agency that benefited our community. </P>
<P>OPD continues to champion new ideas to keep Orlando safe. These range from high-tech solutions like the IRIS surveillance cameras to working with apartment complexes to make them safe and discourage criminal activity. New online crime reports and accident reports allow residents to get the information they need quickly. OPD's hard work has resulted in a reduction in murder, robbery, sex offenses, vehicle theft and aggravated assault from last year. I am proud of their dedication to our community and the risks they take to keep us safe.</P>
<P>Keeping residents and visitors safe will always be job number one for Orlando. It is a true honor for OPD to host the IACP conference, and I look forward to the innovation and new ideas the conference has for our community.</P>

<P>October is recognized nationally as Breast Cancer Awareness Month. This month marks another year in our fight against this deadly disease. Sadly, we all know someone, whether it be your mother, a sister, a friend or a neighbor, who has faced breast cancer. To help spread awareness of this disease, I have proclaimed today "PinkTober Day." I am wearing a pink Orlando Fire Department t-shirt, which our firefighters wear every Friday in October. The tower at our new Amway Center will be lit in pink to help commemorate the month. I also had the privilege of participating in two other "pink" events this month.</P>
<P>I joined the Florida Hospital Cancer Institute to take a STRAND against breast cancer by wearing a lock of pink hair at their kick-off event. The Institute's campaign during October raises awareness of breast cancer and funds for research, presentation and care. I also visited the M.D. Anderson Cancer Center Orlando in support of the Hope Hike as part of their Pink October breast cancer awareness month. The Hope Hike brought together the strength of community to support cancer survivors and those fighting cancer with a symbolic mile walk from City Hall to the top of the stairs at M.D. Anderson Cancer Center Orlando.</P>
<P>Even though we do not yet know how to prevent or cure breast cancer, we do know how to fight it. It is known that mammography detects 90 to 95 percent of all breast cancers. Please join with me and help win the fight to raise awareness. Through early detection and education, we can save lives.</P>

<P>On October 1, I had the privilege of welcoming thousands of residents from across Central Florida into the Amway Center to officially open this state-of-the-art sports and entertainment facility. <P>The opening of the Amway Center is truly a historic day for all of Central Florida. It would not have been possible without the hard work and partnership of our entire community.</P>
<P>In addition to giving our community a world class sports and entertainment venue, the construction of the Amway Center also helped to keep many local companies in business during these difficult economic times. More than 1,400 Central Floridians found jobs building the Amway Center, including 430 Parramore residents. Firms owned by women and minorities performed $94 million worth of work on the building, giving the Amway Center one of the largest minority and women owned business participation rates of any project in Florida's history.</P>

<P>On Friday, October 1, the new Amway Center will open its doors to the Central Florida community for the first time. Opening Weekend at Amway Center will feature a series of free, community events that showcase all of the fan amenities and state-of-the-art technology available only in Downtown Orlando's new events center. </P>
<P>Opening day activities will begin at 9:30 a.m. on Friday, October 1, on Church Street in front of the Amway Center. At precisely 10:01 a.m. on 10/01, Orlando Magic President Alex Martins, Orlando City Commissioners, other Central Florida leaders and I will open the doors to the new Amway Center for the first time to the public. Following the ceremonial ribbon cutting and building dedication, the community will be invited into the lower bowl for my Annual State of Downtown Address. This year, the State of Downtown is a free event where the entire Central Florida community can participate in this historic day. </P>
<P>On Saturday, October 2, from 10 a.m. to 4 p.m., I invite Central Florida residents back to the Amway Center for a free, community open house. This event will feature self-guided tours, entertainment and local performances, free popcorn and soda and commemorative items to celebrate this historic accomplishment. Representatives from the Orlando Magic and Orlando Predators will also be on-hand. Residents can experience a “taste of the Amway Center” with a sampling of the newest food offerings available for purchase. </P>
<P>The self-guided tour of the Amway Center will take patrons through the most technologically-advanced events center in the country, showcasing two levels of spacious concourses that include an impressive array of concessions; a stop along the way so the kids can climb STUFF'S Magic Castle, then up to the contemporary, open-air setting of Gentleman Jack's Terrace, then up 100 feet to the Sky Bar spotlighting some of Downtown Orlando's best views; past the player locker rooms and ultimately in the lower bowl where you can see the largest arena videoboard in the country. </P>

<P>Nine years ago, our nation was shocked and saddened by the attack on New York City and Washington, D.C. Of the many people that died that day, 343 were firefighters who made the ultimate sacrifice in the line of duty.</P>
<P>To honor and remember these brave individuals, the Orlando Fire Department will hold a candlelight vigil Saturday, September 11, at 7:30 p.m. at Orlando Firehouse 1 on 78 West Central Boulevard. The public is invited to attend this ceremony featuring the Orlando Fire Department Honor Guard and the Orlando Firefighters Pipes and Drums Corps. The lighting of 343 candles, one for each firefighter lost on September 11, will highlight this event.</P>
<P>I invite you to attend this ceremony or take a moment of silence during the day to honor everyone who lost their lives on September 11, 2001.</P>

<P>On Friday, September 15, the City will kick off Hispanic Heritage Month with our fourth annual celebration in the City Hall rotunda at 5 p.m. Hispanic Heritage month runs from September 15 to October 15 and coincides with the anniversary of Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua declaring their independence in 1821 as well as the independence days of Mexico and Chile. Hispanic Heritage Month is an opportunity to remind us of the contributions Hispanics have made to our community and nation.</P>
<P>The City recognizes the important role our Hispanic community plays and continues to reach out to Hispanic residents through our Hispanic Office of Local Assistance (HOLA). Located at 595 North Primrose Drive, the HOLA Office provides Hispanic residents with&nbsp; information about our community and services, as well as access to computers.</P>
<P>For those of you reading this in English, you may not know that the City also provides City News in Spanish on Orlando en Español, the Spanish version of CityofOrlando.net. In addition to providing my message and the other sections of City News each week, Orlando en Español also provides information on City departments, initiatives and programs.</P>
<P>Our Hispanic residents have brought culture and traditions to our City from many different countries. I encourage you to make some time this month and participate in some of the exciting activities planned for Hispanic Heritage Month.</P>

<P>I would like to invite you to the Mayor's Veterans Advisory Council's POW-MIA Recognition Ceremony on Friday, September 10, at 11 a.m. in the City Hall rotunda. This observance honors soldiers from all branches of the military who were taken prisoner or who went missing in action while serving for their country. The ceremony will be conducted by the Winter Springs High School Army JROTC.</P>
<P>This event has become a tradition at City Hall, with the cadets and the ceremony creating a special time of remembrance. This occasion is just one of the ways that the City of Orlando pays tribute to our area's veterans and active military personnel. To honor our POW-MIAs throughout the year, the recognizable black POW-MIA flag flies in front of City Hall. Our Veterans Conference Room in City Hall recognizes all five branches of the military with displays and memorabilia. In November, the Veterans Day Parade in Downtown Orlando honors our local veterans who fought for their country.</P>
<P>We cannot forget the sacrifices our military personnel have made for us and our country. On September 10, join us as we recognize those who were prisoners of war or have gone missing in action.</P>

		<item><title>City News: Nemours Children's Hospital</title><description><![CDATA[<P>Dear Friend, </P>
<P>Today, I had the opportunity to join representatives from Nemours Children's Hospital and supporters from around Central Florida for the "topping out" ceremony of their new facility at Lake Nona's Medical City.&nbsp; This ceremonial recognition of the placing of the last beam in a building's roof has become a familiar event in Orlando.&nbsp; It represents our City's continued effort to diversify our economy and add more high wage jobs to our economy. </P>
<P>Nemours is one of the cornerstones of our Medical City along with the Sanford-Burnham Medical Research Institute, the University of Central Florida's new College of Medicine, the UCF Health Science Campus, the UCF Burnett Biomedical Science Building; an Orlando Veteran Affairs Medical Center, the M.D. Anderson Orlando Cancer Research Institute and a University of Florida Research Center.</P>
<P>Beyond the obvious medical benefit in care for our community, the biotech cluster we are creating at the Medical City will create thousands of jobs and provide a tremendous economic impact.&nbsp;&nbsp; Guided by our established hospitals, Orlando Health and Florida Hospital, our healthcare industry is a growing economic force.</P>
<P>The final beam for today's ceremony at the Nemours Children's Hospital traveled to all four Nemours Florida sites and was signed by Nemours' employees and contractors.&nbsp; As the topping out ceremony traditionally brings good fortune to a project, I congratulate Nemours on reaching this milestone and wish them the best of luck with its completion.</P>

<P>Six years ago today, August 13, Orlando was "hunkering down" for the arrival of Hurricane Charley. That storm was one of three to impact Orlando that year, after more than 40 years without Central Florida experiencing the effects of a hurricane. I hope we will go another 40 years without a hurricane, but we still need to be prepared. If you have not made your emergency plan or your emergency kit, take a moment to visit our Emergency Management <A href="http://www.cityoforlando.net/emergency/">website</A> for information on what to include. </P>
<P>For many of our Orlando families, this time of year isn't hurricane season - it's the end of summer vacation. Orange County Public Schools students return to school on August 23. I'd like to congratulate the teachers, volunteers and administrators who have worked hard to earn an A rating from the State of Florida for the Orange County School District. A quality education is extremely important to give our children an opportunity to succeed as adults.</P>
<P>Whether you have children in school or not, it's good to remember that children will be riding buses and walking or biking to school. Watch out for students on your commute and remember to slow down in school zones. </P>
<P>If you have children going to school, remind them of the Buddy Up safety tips the Orlando Police Department promoted this summer. They are Stay Together, Use Your Voice, Stay Alert, Be Aware, Check In, Map It Out and Know Your Info. If your children are walking or riding their bike to school, travel the route with them in advance so that they are familiar with it. <P>On Tuesday August 3, I had the pleasure of welcoming Orlando resident Chris Reining and his two children to their new home. Thanks to the City of Orlando's Neighborhood Stabilization Program (NSP), Chris' dream of owning a home has become a reality. Chris is the first of several residents able to purchase a newly rehabilitated home through this program. </P>
<P>The City of Orlando received a $6.7 million grant from the Department of Housing and Urban Development (HUD) as part of the Federal Housing and Economic Recovery Act of 2008 to implement the NSP. Orlando's program is part of a national effort to restore homes and stabilize communities hit hardest by the recent foreclosure crisis. Focusing on vacant, foreclosed properties, the City of Orlando, the NSP, contractors, realtors, appraisers and lenders team up to renovate and resell the properties.</P>
<P>The NSP initially purchased 24 homes and has already rehabilitated 11 that are ready to be purchased. The average sale price of a NSP home ranges from $45,000 to $175,000. The City provides pre-purchase and credit counseling through HUD to all potential buyers and may cover up to 50% of the down payment, closing cost, pre-paids and reserves and mortgage reduction if necessary. </P>

<P>On Tuesday, August 3, neighborhoods throughout the City of Orlando will join thousands of communities across the country to celebrate the 27th annual National Night Out. This annual event is a fun way for Neighborhood Watch groups to bring neighbors together as they work to improve crime and drug prevention awareness, generate participation in local anti-crime programs, increase neighborhood spirit and strengthen police-community partnerships.</P>
<P>Neighborhood Watch groups play a vital role in keeping our community safe. Over the last three years, the City has seen a dramatic reduction in crime due in part to an increase in Neighborhood Watch programs. Neighborhood residents are the eyes and ears of law enforcement. Not only does Neighborhood Watch allow our residents to help in the fight against crime, it is also an opportunity for our communities to bond through service.</P>
<P>I would like to congratulate this year's community winners for the National Night Out "give crime a going away party" theme submissions. Awarded first place this year is the Island Club Apartments, followed by College Park in second place and Metro West in third place. Last year, the City of Orlando took third place in the nation for our outstanding participation in this event by hosting 79 parties throughout the City.</P>
<P>The Orlando Police Department (OPD) has also added two new events to the National Night Out celebrations this year. OPD will be hosting the National Night Out Crime Walk at Lake Eola Park on August 1 from 4 to 6 p.m. and the National Night Out 2010 Kick-off Party on August 2 at the SODO Target store (120 W. <P>Many of the successes our City has experienced over the years have been the direct result of the spirit of volunteerism in our community. I sincerely appreciate every City resident who has donated their time, talent and resources to improving their community and our overall quality of life. Through hard work, unprecedented partnerships and a shared vision, we've set our City on course for a better tomorrow.</P>
<P>To recognize those individuals in Orlando who go above and beyond in their service to the community, I have created two special recognitions, the Neighborhood Champion Award and the Community Builder Award. These awards will be presented in the spring at my Neighborhood and Community Summit.</P>
<P>The Neighborhood Champion Award will go to a volunteer who demonstrates exemplary dedication and commitment to neighborhood improvement and sustainability. Each nominee is judged based on the nominee's: contribution to the quality of life in the neighborhood, the impact of that contribution in the neighborhood and the degree of initiative taken to make a difference.</P>
<P>The Community Builder Award recognizes the nonprofit and charity organizations in Orlando or volunteers for those agencies. The nominees will be judged on the excellence of their contributions to our community. Community improvement, commitment, effort, impact, originality and overall vision will be key considerations. Nominations will be judged by an independent panel of judges.</P>

<P>When we proposed the three community venues a few years ago, our focus wasn't merely on the buildings themselves. We wanted to use these projects as engines to fuel a long term impact in the surrounding neighborhoods, along with the local community at large.</P>
<P>Our plan also included a bold shared vision of how to take advantage of the current site of the Amway Arena after the building closes. We are currently taking the first steps toward redeveloping this 68-acre site in the heart of Downtown into a "Creative Village," which will further invigorate the Parramore neighborhood and bring high tech, high wage jobs to our community.</P>
<P>The Creative Village will be a magnet for creative businesses and workers, a place where high-tech, digital media and creative industry companies mix with residential and retail in a neighborhood that complements the Parramore Neighborhood and surrounding community. It will build on existing components including the University of Central Florida (UCF) Center for Emerging Media, the Florida Interactive Entertainment Academy (FIEA) and the House of Moves motion capture facility.</P>
<P>In May, the City Council approved the selection of Creative Village Development, LLC as our partner to pursue the redevelopment of the current Amway Arena and Centroplex property into this new Creative Village.</P>
<P>That was the first step in a process we believe stands a very strong chance of leveraging federal dollars to transform the site into an urban cluster for the digital media industry and the jobs of tomorrow that come with it.</P>
<P>One of these grants, known as TIGER 2 funding, offers us a unique opportunity to take advantage of federal stimulus funding to cover important infrastructure improvements. This would include sidewalks, bikeways, bus lanes and bus stations, and connect the Creative Village with the Lynx Central Station Downtown.</P>
<P>Just as our Medical City at Lake Nona has attracted a medical school, hospitals and research facilities, so too can the Creative Village attract a variety of digital media and high tech industry. This is a strategic opportunity to continue the revitalization of our Downtown and the growth of high wage, high tech jobs.</P>

<P>Each week, I send you this weekly e-mail newsletter with information on current initiatives and articles on upcoming events and City programs. I assume you subscribe not just because you want to hear from me, but because this is a convenient way for you to get information. </P>
<P>As technology changes, the City has kept up with new trends in social media to communicate with our residents. For almost a year, I have had a Facebook page where people who follow me have been able to see videos on important projects and priorities such as SunRail and the Amway Center construction, hear special announcements like the UCF and UF basketball game at the Amway Center, and read about community events I've attended. They can also find out about special events like Fireworks at the Fountain or City programs like our yearly Historic Preservation Board photo contest. Utilizing the latest technology gives me an opportunity to get information out in a timely manner and gives residents another option to stay informed with the City.</P>

<P>This Sunday is the Fourth of July, and Orlando will celebrate it with Fireworks at the Fountain. This annual tradition at Lake Eola Park in Downtown Orlando starts at 4 p.m. and will conclude with the fireworks at 9:30 p.m.</P>
<P>There will be a kids area featuring characters from Ben 10 Ultimate Alien Invasion, presented by Cartoon Network and Bright House Networks. We also have free health screenings and back massages at the Blue Cross Blue Shield of Florida mobile health display unit. The amphitheater features the K92FM Colgate Country Showdown and the Orlando Concert Band. With all this excitement, you will want to come out early and get a good spot.</P>
<P>If you are unable to join us, you can still enjoy the festivities from the comfort of your own home. Fireworks at the Fountain will be broadcast live on WFTV Channel 9 beginning at 9:30 p.m.</P>

<P>This Monday was the official first day of summer. I say "official," because all of us know summer temperatures started many weeks ago. Yet Monday was the summer solstice, the longest day of the year, and these longer evenings of sunlight are one part of summer I truly enjoy.</P>
<P>Maybe it has to do with all my summers growing up in Florida and spending summer evenings playing with my friends. I remember a lot of sounds - the crickets, the toads, the metal fans, the squeak of wet tennis shoes, the drone of the mosquito truck spraying fog, the stomp of our cleats during summer football practice. The sights were the same then as now - the bright green trees when a thunderstorm threatened near sunset, the pale orange and red sunsets, the mist rising off the hot asphalt as soon as the rains ended.</P>
<P>All the things that made summer such a grand time as a kid still make it a great time as an adult. Since most of us adults no longer get a summer break, it is all the more reason to take advantage of the extra sunlight and do something different. Our Families, Parks and Recreation Department has activities from pools, sports and pottery to park trails and even camping. Whether you help your kids make memories or you make memories of your own, don't let summer pass you by.</P>
