ORLANDO COMMUNITY CONSTRUCTION CORPORATION ANNOUNCES BOARD OF DIRECTORS AND BEGINS SEARCH FOR PROJECT OWNER’S REPRESENTATIVE

Orlando, FL – March 11, 2011 – In February, Orlando Mayor Buddy Dyer, Orange County Mayor Teresa Jacobs and DPAC Board Chairman Jim Pugh announced the formation of the Orlando Community Construction Corporation (OCCC).

This new entity will provide governance over the management of the construction contracts, develop a Guaranteed Maximum Price (GMP) for Stage 1 and manage the Owner's Representative who will oversee the entire construction process for the Dr. Phillips Center for the Performing Arts. The new entity will report to a board that consists of appointees from major funding partners – the City of Orlando, Orange County, the Downtown Community Redevelopment Agency (CRA), and DPAC – and from some of the region's largest employers and community contributors – The Walt Disney Company, the Orlando Magic and Dr. Phillips Charities.

Today, Mayor Buddy Dyer has announced Orlando Magic President Alex Martins would serve as the Chairman of the OCCC Board.

“Alex successfully led the development of the new Amway Center and I believe his expertise and experience in this area will provide invaluable insight to the OCCC and allow us to develop a plan that ensures the performing arts center is developed in a viable, fiscally-responsible manner,” said Orlando Mayor Buddy Dyer.

The OCCC Board will be comprised of: Alex Martins, Orlando Magic President -- Chairman

Meg Crofton, Walt Disney World Resorts President

A representative of Dr. Phillips Charities

Roger Chapin, CRA Advisory Board

Jim Pugh, DPAC Board Chairman

Byron Brooks, Chief Administrative Officer, City of Orlando

As Board Chairman, Martins' first action was to announce the release of the Request for Qualifications (RFQ) for a firm to serve as the Owner's Representative for the construction of the Dr. Phillips Center for the Performing Arts. The first course of action by the OCCC will be to approve and provide any amendment to the RFQ at its first board meeting, currently targeted for the week of March 14th. Selected through a public and open process, the Owner's Representative will ensure the center's construction will be on budget and consistent with the Interlocal agreement between the City and the County.

"This new board provides an appropriate level of transparency, oversight and accountability that are essential to the success of this important community project," said Orange County Mayor Teresa Jacobs. "Most importantly, it will build public trust."

The OCCC Board will evaluate bids and contracts to develop a construction plan that fits within the budget. As the scope of the final project becomes clear during this process, the OCCC will inform the Central Florida community of the final plans and costs of the performing arts center. Additionally, the OCCC Board will:

Conduct a series of input sessions with the City and County to ensure the plans are aligned with best practices of both the public and private sector. Work in an open, proactive and transparent manner that advances the project and is responsive to public and media inquiries. Hold monthly public meetings to review the construction schedule, construction progress and project finances. Provide monthly reports to the DPAC Executive Committee and Board.

The first meeting of the OCCC Board will be announced in the coming days.

Statement from Orlando Mayor Buddy Dyer regarding Florida High Speed Rail

Yesterday, the Mayors of Orlando, Tampa, Lakeland and Miami reached out to Governor Scott to make it unmistakably clear that the Orlando to Tampa High Speed Rail project could be built without one dime from Florida taxpayers and absolutely no risk to the state.

Unfortunately, it appears Governor Scott has chosen to ignore these facts and has reiterated his decision to reject federal funding for the project as well as Florida's inclusion in an eventual state and nationwide high speed rail network.

This is an incredibly disappointing turn of events for the residents of our state who desperately need jobs and now face a future of increasingly gridlocked roads and the potential for five and six dollar a gallon gasoline.

While I am disappointed that Florida will not break ground on high speed rail this year, I am in awe of the work that was done by so many people in the last few weeks who fought to save this once in a generation project. This broad coalition of Florida's elected leaders, residents and businesses worked tirelessly to deliver a plan that would have allowed the private sector to take on the cost and risk of the project. It is truly a shame that Floridians are going to miss out on the many benefits of high speed rail.

I also want to thank the United States Department of Transportation and Secretary Ray LaHood for their level of patience and cooperation. It's clear that our federal partners realize the importance of Florida as a critical part of America's high speed rail network.

While I share the frustration of millions of Floridians during this moment of great disappointment, I remain committed to working toward a day when High Speed Rail will be a reality for us, a reality that creates jobs and prosperity for everyone who calls our great state home.

###

Orlando, FL – February 24, 2011 – To address construction concerns and keep the Dr.Phillips Center for the Performing Arts (DPAC) moving forward, Orlando Mayor Buddy Dyer, Orange County Mayor Teresa Jacobs and DPAC Board Chairman Jim Pugh announced today they have reached conceptual agreement on the formation of a non-profit entity – The Community Construction Corporation (CCC) – to oversee construction of the project.

“The formation of the CCC is an important step in realizing the vision for a new performing arts center for our region,” said Mayor Dyer. “Nearly all of the successes our community has experienced over the past few years are the product of collaboration and partnership between the City, County, our business community and our civic leaders. We are committed to partnering together to jointly identify solutions to ensure the performing arts center is developed in a viable, fiscally-responsible manner.”

The CCC will be a separate entity from DPAC and will manage the construction contracts, develop a Guaranteed Maximum Price (GMP) for Phase 1 and oversee the entire construction process. Assigning the construction responsibilities to the CCC will allow DPAC to focus on capital, endowment and annual campaigns, pre-opening, facility and program operations and ensuring the mission of the project.

“This new organizational structure creates a framework to ensure adherence to the guiding principles of accountability, transparency and fiscal responsibility,” said Orange County Mayor Teresa Jacobs. “My goal has always been for this community to have a world-class performing arts center. This framework places us in a much better position to understand what it will take to get the project built right with proper oversight.”

Orange County Comptroller Martha Haynie added, “Ensuring the financial integrity of the construction process and future operational budgets is critical to maintaining the public's trust in the project.”

With the design of the performing arts center nearly complete, the City, the County and DPAC are focused on developing a construction management structure that ensures an open, transparent process and a fiscally prudent construction plan.

The CCC will have a board that will consist of appointees from the funding partners – the City of Orlando, Orange County, the Downtown CRA, and DPAC – and from some of the region's largest employers and community contributors – including The Walt Disney Company and the Orlando Magic.
The CCC Board will evaluate bids and contracts to develop a construction plan that fits within the budget. As the scope of the final project becomes clear during this process, the CCC will inform the citizens of the final plans and costs of the performing arts center. Additionally, the CCC Board will:

· Utilize a fair and open process to select an owner's representative firm that will ensure the center's construction will be on budget and consistent with the interlocal agreement.

· Conduct a series of input sessions with the City and County to ensure the plans are aligned with best practices of both the public and private sector.

· Work in an open, proactive and transparent manner that advances the project and is responsive to public and media inquiries.

· Hold monthly public meetings to review the construction schedule, construction progress and project finances.

· Provide monthly reports to the DPAC Executive Committee and Board.

DPAC has raised approximately $80 million in private pledges during difficult economic times.

According to DPAC Board Chairman Jim Pugh, “This collaboration among the City, County the performing arts center team, and our donors represents the power of a strong public-private partnership and will help move the project forward.”

The next step in the formation of the CCC will come at the scheduled DPAC Board meeting on Thursday, February 24 where Mayors Dyer and Jacobs and Comptroller Haynie will seek the Board's conceptual approval on the new CCC Board and its role in the project.

If awarded the NSP 3 grant, Orlando will receive an additional $3 million to purchase foreclosed properties and rehabilitate the houses for sale in District 2 neighborhoods. The NSP 3 funds must target a single area where the greatest impact of neighborhood stabilization can be realized with the amount of funds available during the grant period. The City has determined the area to invest these funds within the following neighborhood boundaries: Lake Underhill Road, Curry Ford Road, Semoran Boulevard and South Conway Road.

“I want to thank Mayor Dyer for his commitment to our neighborhoods and ensuring that our residents have every opportunity to succeed,” said City Commissioner Ortiz. “This funding will contribute in our task to revitalizing our District.”

The City of Orlando was specifically asked by HUD to apply for this third round of NSP funding because of the success the City has had with the program to date. In 2009 as part of Mayor Dyer's Strengthen Orlando initiative, the City secured $6.7 million from HUD to implement NSP. To date through the NSP, the City of Orlando has purchased a total of 46 properties with 23 of these already rehabilitated and now sold or rented. Another 18 homes have been rehabilitated and are now available for purchase with another five currently under renovation.

Residents interested in purchasing a home through the Neighborhood Stabilization Program can find a complete listing of available homes and eligibility requirements at www.cityoforlando.net/housing.

WHAT: On Monday, February 7, Orlando Mayor Buddy Dyer and the Orlando City Council will hold a public hearing and vote on the second read of an ordinance that will regulate pain management clinics in the City of Orlando.

If approved, the ordinance will temporarily prevent the opening of any new pain management clinics in the City of Orlando. In addition the ordinance would require these clinics to begin accepting electronic funds and limit the hours of operation to between 8:00 a.m. and 8:00 p.m.

A Prescription Drug Abuse Task Force including law enforcement officers, legal staff and other key City staff will be established to better understand the current epidemic of prescription pain medication abuse and the pain management clinic industry in the City of Orlando. The Task Force will also report and make recommendations to the Mayor and City Council based on their findings.

The temporary moratorium will go into effect on Monday, February 7 if approved and continue until either January 1, 2012, or until City Council adopts an ordinance repealing the moratorium based on findings from the report by the Task Force.

WHY: The traffic and trade of prescription drugs like oxycodone and other powerful prescription painkillers present special problems for law enforcement because these drugs have lawful therapeutic uses and are easily available at a growing number of pain management clinics, commonly known as "Pill Mills." Florida is considered the epicenter of the Pill Mill epidemic in large part because the State lacks an effective statewide prescription drug monitoring system.
Because of the explosive growth in the number of these clinics and the uncertainty surrounding current and proposed state legislation, the City of Orlando is pursuing the adoption of this moratorium on the establishment of new pain clinics while the state government considers a more permanent regulation of the industry.

WHEN: Monday, February 7, 2011
2:00 p.m.

WHERE: Council Chambers
Orlando City Hall

NEW YORK (December 16, 2010) – Penton's American City & County® magazine has selected Orlando, Florida, Mayor Buddy Dyer as its 2010 “Municipal Leader of the Year.” The magazine presents the award annually to recognize outstanding leadership in city government. A profile of Dyer and his contributions to Orlando is featured in the December issue of the magazine and is online at www.americancityandcounty.com.

The Municipal Leader of the Year Award recognizes Dyer's efforts to diversify Orlando's economy and secure investment for high-speed rail in the Central Florida region. Under his leadership, the city is developing a Medical City research campus and a Creative Village, which will support digital media businesses in the urban core. It also opened the city-owned Amway Center, home of the Orlando Magic professional basketball team. As chair of the Central Florida Commuter Rail Commission, Dyer collaborated with area governments, businesses and civic organizations to secure local, state and federal funding for SunRail, Orlando's first commuter rail system and a high-speed rail project from Orlando to Tampa, only of one of four such systems nationally.

Mayor Dyer has the rare mix of vision, patience, persistence and ability to bring disparate parties together to lead central Florida past its primary income source, tourism,” said Bill Wolpin, editorial director for American City & County. “His contributions to Orlando and much of central Florida will be felt for generations.”

The subscribers of American City & County submit nominations for the Municipal Leader of the Year Award. The magazine's editorial staff selects the award's recipient each year.

American City & County has been the voice of state and local government since 1909. The magazine serves a nationwide audience of city and county officials who are charged with developing and implementing local government policy, programs, and projects. American City & County is published monthly by Penton. For more information about the magazine, visit www.americancityandcounty.com.

WHAT: On December 4th THE BS (The Buckethead Show) will be transforming Downtown Orlando into a winter wonderland for the second year in a row!
Last year, as the City of Orlando faced budget challenges, the budget for holiday decorations had to be cut. So THE BS stepped up and helped raise more than 700,000 Christmas lights and with the listeners of Real Radio 104.1 they decorated Lake Eola for the holiday season! This year THE BS is at it again and will be seeking out volunteers to help string up lights around Lake Eola to help spread holiday cheer.

Last year we donated hundreds of pounds of food to The Second Harvest Food Bank and this year we look to top that. We are asking that everyone participating bring some canned food donations that will again benefit the Second Harvest Food Bank.

Illuminating the Fact that with Continued Funding it is Possible to
Eliminate Mother-to-child Transmission of HIV by 2015

One of Orlando's newest and most iconic landmarks – the Amway Center Tower – will be illuminated red to mark World AIDS Day on Wednesday, December 1st and to raise awareness of the commitment of the global health community to work together to virtually eliminate the transmission of HIV from mother to child by 2015.

Orlando is one of more than 30 major cities in the United States that will light their most distinctive landmarks in red, joining New York, Chicago, Los Angeles, San Francisco, Philadelphia, Miami, Seattle and others. The lightings will highlight the attainable goal of ending mother-to-child transmission of HIV by 2015, creating the first generation of babies born HIV-free in 30 years. Despite the fact that HIV/AIDS is preventable and treatable, UNAIDS statistics published last week estimate 370,000 children are infected with the disease, down from 430,000 in 2008. About 90% of these babies are born in sub-Saharan Africa.

In addition to the landmark lightings, (RED) partners Starbucks and Dell will make special added contributions to the Global Fund from purchases made on and during the week of World AIDS Day. Starbucks will contribute 5 cents/5 p for every handcrafted beverage purchased in participating stores in the U.S., Canada, U.K. and Ireland on December 1; Dell will be doubling their contributions on (PRODUCT)RED™ items in the U.S. and the U.K. for the full week of November 29 - December 3. Converse will also be recognizing World AIDS Day, by turning their newly launched flagship retail stores on Newbury Street in Boston and in SoHo in New York City (RED).

Since its launch in 2006, (RED) partners and events have generated $160 million for the Global Fund to Fight AIDS, Tuberculosis and Malaria, supporting HIV and AIDS programs in Africa that have reached more than 5 million people with testing, counseling, medication and services.
WHAT: While Bethune-Cookman and Florida A&M face off on the field during the annual Florida Classic this Saturday, teams of City employees and GE technical experts will be hunting behind-the-scenes for “treasure”– that is, opportunities to save energy, reduce waste, save money and lower carbon emissions.

The teams will comb the Florida Citrus Bowl Stadium from top to bottom, looking for excess lighting, air leaks, inefficient generators and other opportunities to increase efficiency.

This is the second of two ecomagination Treasure Hunts hosted by GE, the City of Orlando, and Environmental Defense Fund (EDF) as part of a nationwide pilot project that includes multiple public and private facilities. Orlando was selected to participate through a competitive process among southeastern cities. In August, the first Orlando event, performed at the Conserv II Wastewater Treatment Facility identified opportunities for $177,000 in annual energy savings – equal to 11% of its annual energy costs. The suggested improvements would have a two-year payback, leading to emissions reductions of more than 2,400 metric tons annually.

Developed by GE, based on a model from Toyota, the ecomagination Treasure Hunt is an action-oriented discovery process that brings together site employees with external technical experts to investigate a facility's resource consumption and recommend projects to maximize efficiency. GE has conducted more than 200 Treasure Hunts internally, resulting in $150 million in savings.

WHEN: Saturday, November 20, 2010
*MEDIA WINDOW: 11:00 a.m. to 1:00 p.m.*

WHERE:
 Florida Citrus Bowl Stadium
1610 West Church Street
Orlando, FL 32805
*Interested media must meet at Service Gate D for access*

WHO: Jonathan Ippel, City of Orlando Sustainability Manager
Howard Mikytuck, GE Capital LEAN Six Sigma Team Leader
Beth Trask, EDF Deputy Director of Innovation Exchange
David Witzel, EDF Director of Innovation Exchange

BACKGROUND:
GE & THE CITY OF ORLANDO PARTNERSHIP:
The ecomagination Treasure Hunts are just one component of the City of Orlando's partnership with GE. In September 2010, the Orlando City Council approved a memorandum of understanding (MOU) with GE that will help create local “green” jobs and save residents and businesses money with more energy efficient homes and offices. The City of Orlando is one of a handful of cities across the country with which GE is currently partnering to develop business-based solutions to meet communities' sustainability goals.

During the first phase, GE will provide technical assistance with the creation of the city of Orlando's first Sustainability Action Plan. The other main components of the Memorandum of Understanding (MOU) include:
• Orlando will serve as a pilot community for new products or GE programs,
• Exploring the development of a community-wide commercial retrofit program,
• Exploring partnerships relating to grant opportunities,
• Exploring opportunities to assist local businesses and clean technology companies with an interest in global business growth to expand internationally, and
• Exploring smart grid partnerships with Orlando Utilities Commission (OUC) and electric vehicles.

The partnership will expand the City's GreenWorks Orlando program and provide the community with GE expertise, innovative technology and assistance that will help solve local energy challenges and give residents early access to pilot programs and products.

GREENWORKS ORLANDO:
The City's GreenWorks Orlando program is aimed at protecting our natural resources, encouraging environmentally-friendly lifestyles and business practices and engaging everyone who lives, works and visits Central Florida in the effort to “go green.” GreenWorks Orlando focuses on immediate and dramatic actions to conserve natural resources and protect the environment, including investing in green buildings, vehicles and materials and working together as a community to combat the urgent global climate threat.

CITRUS BOWL BACKGROUND:
The City just completed $10 million in the first phase of planned enhancements at the Florida Citrus Bowl Stadium just in time for the annual 2010 Florida Classic football game. Improvements included structural work, lighting and technology that will allow the Citrus Bowl to remain competitive in attracting world-class events and Bowl Games. Currently, the stadium is home to the annual Capital One and Champs Sports Bowls, Florida Classic Bethune-Cookman vs. Florida A&M football game and other events.
