Pathway for Business Development
Objective
The City of Orlando Business Development Division is working to create a
stable and diversified economy in the Parramore District by creating an
entrepreneurial environment that attracts targeted employers and small
neighborhood-oriented businesses.
Strategic Initiatives
- Encourage redevelopment opportunities
within the Parramore Town Center through a targeted recruitment
strategy that compliments the existing neighborhoods and creates a
viable downtown neighborhood
- Establish a multi-agency team,
including our economic development agency partners, to target
Parramore business development, retention and recruitment
- Leverage City assets, including the
Centroplex, to encourage redevelopment and grow the Digital Media
Industry and employment
- Commission a block-by-block
redevelopment plan for targeted areas in the Parramore District
- Encourage redevelopment utilizing the
Economic Incentive Tool Box including: Downtown Residential Investment
Program, Qualified Targeted Industry Program, Enterprise Zone Program,
Urban Job Tax Credit Program, Business Assistance Program, Downtown
Economic Enhancement District*

Announced Tuesday, June 14 The City of Orlando will consider a purchase agreement from the Black
Business Investment Fund (BBIF) to purchase approximately one acre of
land anchoring the northwest corner of Parramore Avenue and Church
Street. At this historically important corner, where the Carver
Theatre once stood, a cornerstone catalytic project comprised of
41,000 s.f. of office space, 20 office condominiums, 45 residential
units, 10,500 s.f. of commercial space, a community meeting room and a
small business incubator will be developed.
In
an effort to encourage the beautification of Orlando’s older
buildings, the boundaries of the City’s Facade Grant Program will be
extended to the area along Church Street from Terry Avenue to
Parramore Avenue, and then south on Parramore to Long Street. In
addition, Parramore will be a priority zone for this program.
Staff is developing a block-by-block plan to encourage mixed-use
development or “Parramore Town Center” concept closer to Interstate 4
and developing strategies to protect and encourage low-density
residential development west of Parramore Avenue and South of the 408.
