Pathway for Housing

The City’s Housing & Community Development Department has worked to increase safe, sanitary and affordable owner-occupied housing through new construction, substantial rehabilitation and homeownership assistance. To date, this has been accomplished with an investment of more than $11 million resulting in a total of 35 new and rehabilitated homes. In addition, 120 new housing units opened in the past 14 months and 83 additional housing units are planned through the Carver Park development.

New Home Construction

  • Since June 2005, the City has constructed 20 new homes.
  • The City has provided more than $325,000 in down payment assistance funds to 17 qualifying candidates purchasing new homes in the Parramore neighborhood through the Parramore Home Buyer’s Club.
  • In partnership with Westar Development, LLC, four new, single family, zero-lot line homes will be constructed on Short Avenue. Sold at reduced costs to homebuyers, the final sales price of these three bedroom, two bath units will range from $97,000 to $140,000. These homes will be the first affordable zero-lot line development in Parramore. Groundbreaking is planned for fall 2010 and is expected to be completed by summer 2011.

Home Rehabilitation:

  • The City’s Housing Rehabilitation program retained 15 residents in the Parramore neighborhood, investing more than $1.1 million in rehabilitation costs.
  • Constructed the first LEED Platinum-Certified affordable home in the State of Florida.

Housing Developments:

  • Carver Park – A total investment of $2.6 million has created 120 new housing units in Parramore with an additional 83 units planned.
    • The Villas, a 64-unit apartment development sponsored by the Orlando Housing Authority, opened in April 2009. This development is intended to serve the very low and low-income elderly population.
      • The Villas is currently 100% occupied.
    • The Landings has 56 multi-family rental units consisting of attached townhouses with garages, duplexes, quad-plexes and row houses. The rental portion of the development opened for low-income families in September 2009.
      • The Landings is currently 100% occupied.
    • The Carver Park development will also include home-ownership opportunities including 11 single family detached homes and 72 rowhouses and townhouses for a total of 83 units with 30 of those affordable.
