There are 25 elementary schools within the City. To decide which schools would receive new classes, experts in early childhood education were consulted. They established a weighted ranking system to prioritize schools, based upon: the percentage of students who qualified for free and reduced lunch, school FCAT scores, the percentage of children for whom English was a second language, and the gap between the number of pre-kindergarten and kindergarten classrooms at each school.
