ORLANDO FIRE DEPARTMENT
ANNOUNCES RECENT APPOINTMENTS

ORLANDO, FL (June 3, 2003) – The following Orlando Fire Department appointments have been announced:


Fire Chief Robert A. Bowman joined the Orlando Fire Department in February of 1971, after serving as a volunteer and professional firefighter in Maryland. During his 25 years with OFD, he was promoted to engineer in 1974, lieutenant in 1979, district chief in 1985 and deputy chief in March of 1989. Then-mayor Glenda Hood appointed him fire chief in January of 1993 and he served for three years until May 31, 1996.

He holds a bachelor’s degree in Fire Safety Administration from Rollins College and has attended the National Fire Academy.


Deputy Fire Chief Kathy Miller is a 21-year veteran of OFD and a member of the fire service since 1978. She was hired as a firefighter/paramedic by Orlando in 1982 and has risen through the ranks to serve in a variety of areas including field operations, training/EMS and planning and resource management.

Chief Miller was as one of the first two female firefighters hired by the City of Orlando Fire Department in February of 1982. She was promoted to lieutenant in 1988, to district chief in 1992 and to assistant chief in 1996. Chief Miller has served in the field operations bureau as a firefighter/paramedic, lieutenant and district chief; in the training division as a lieutenant, district chief and assistant chief, and most recently as the assistant chief in planning and resource management.

Chief Miller also initiated the development and implementation of Orlando’s Emergency Medical Dispatch program, the nation’s first Citizen’s Fire Academy, the nation’s first department-based Company Officer Development Program and the Orlando Fire Department recruiting program.

Chief Miller holds a Master of Business Administration from Nova Southeastern and a Master in Emergency Health Services Management from the University of Maryland.


Deputy Fire Chief Jim Reynolds started with the Orlando Fire Department in 1984.

He was promoted to engineer in 1989, lieutenant in 1992, district chief in 1999 and assistant chief 2002. He has a bachelor’s degree in Business Management.

Chief Reynolds is a third generation firefighter. His father (Gene Reynolds) was the 12th Fire Chief of the Orlando Fire Department and served 12 years in that capacity (35 years total in OFD). Jim’s grandfather also retired from service with the Orlando Fire Department after 25 years as an engineer.


Fire Marshal Tammy Hughes has 9 years experiences in OFD’s fire safety management division. She started out as an inspector and worked her way through the ranks to deputy fire marshal.

Tammy Hughes is an experienced fire service manager, whose professional responsibility expands into areas of public education, public speaking, motivational leadership and decision-making. She is competent and knowledgeable in all phases of fire service management as it relates to fire suppression, with specific expertise in fire prevention.

Tammy was professionally trained at the National Fire Academy and Delta University.
