Housing Opportunities for Persons with AIDS (HOPWA)

The City of Orlando receives HOPWA funding through the U.S. Department of Housing and Urban Development (HUD) and contracts with local non-profit agencies to provide eligible HOPWA services. Provider agencies must be registered non-profits (501c3) that have been in existence for a minimum of two years and have a history of providing services to the HIV/AIDS community. HOPWA funding is awarded through an annual Request for Proposal (RFP) process.

HOPWA funds are used to assist low-income families and individuals living with HIV/AIDS who are at risk of losing their housing because of HIV-related expenses or emergencies. The following services are provided in the Orlando Eligible Metropolitan Statistical Area (EMSA) which includes Lake, Orange, Osceola, and Seminole counties:

  • Short-term emergency housing assistance, 

  • Tenant-based housing assistance,  

  • Project-based housing assistance,

  • Facility operating costs,

  • Supportive services in the form of case management and permanent housing placement.
