Housing Rehabilitation Programs
Emergency Repair Program - Provides assistance to repair properties with life threatening health or safety conditions on the property. Such conditions may include an extreme roof leak, major plumbing, heating or severe electrical problems, Assistance up to $5,000 is in the form of a grant and no lien is placed on the property. Assistance is available only to the very low income homeowners. Moderate Rehabilitation - Provides assistance to repair properties in order to bring them into compliance with the City's Minimum Standard Housing Code and Federal Housing Quality Standards. Repairs may include roof repairs or replacement, windows, electrical, plumbing, kitchen cabinets, bathroom fixtures, heating system, carpeting, fencing, termite treatment, painting and other improvements that address code violations. Assistance up to $25,000 is provided in the form of a deferred loan. A lien is placed on the property depending on the amount of assistance provided; under $5,000 no lien; $5,000-7,500 a one year lien; $7,501-10,500 a three year lien; and $10,501-25,000 a five year lien. Assistance is available to very low and low income homeowners. Substantial Rehabilitation - This program provides the same type of assistance as the moderate rehabilitation program previously described. The difference is, the required assistance must exceed $25,000. A 10 year lien is placed on the property for assistance between $25,000-35,000. For assistance over $35,000 a 15 year lien is placed on the property. Assistance may include reconstruction of a home if it is determined to be more cost effective to replace the existing structure with new construction than to rehabilitate it. Assistance is available to very low and low income homeowners. Housing Code Assistance - Provides assistance to repair exterior code violations as identified by the City's Code Enforcement staff. Violations may be peeling paint, deteriorated porches, stairs, windows, doors, etc. Assistance up to $5,000 is provided as a grant. Assistance is available only to very low income homeowners.
