Parking Division

The Parking Division is a self-supported enterprise fund that operates, maintains and repairs parking facilities in the City.  It operates nine parking garages with 6,651 parking spaces, 1,014 surface lot spaces and 1,000 metered spaces.  The Division enforces Chapter 39 of the City’s Municipal Code by issuing parking citations and immobilizing vehicles.  The Division also provides full administration and financial accounting for the LYMMO downtown transit circulator.

The City began its parking operations pursuant to a 1949 Special Act of Florida Legislature. Prior to 1980, the City was primarily involved with acquiring land for off-street parking, as well as managing on-street spaces within the 1400-acre Downtown Parking District. During this period, the City’s parking operations were managed by the City Council appointed Orlando Parking Advisory Commission. The Commission was abolished during the 1981-1982 fiscal year and management of the City’s parking operations was transferred to the parking systems section of the Transportation Engineering Bureau. The Parking System is presently managed by the Parking Division within the Public Works department.
