SCHOOL CONCURRENCY UPDATE

Guidelines for
determining vesting rights related to School Concurrency
On July
7, 2008, City Council adopted the Amended Interlocal Agreement for
Public School Facility Planning and Implementation of Concurrency. This
agreement provides for a uniform, district-wide public school
concurrency management system. Per this agreement, an applicant must
apply for School Concurrency upon or prior to the submission of an
application for a Preliminary Plat or Site Plan. Beginning on Monday,
September 29, 2008, the City of Orlando will require all applications
for Master Plan or Subdivision review, including Minor and Major Plats,
that have a residential component, be reviewed for School Concurrency.
For these applications, the proposed development information shall
include a preliminary layout showing the approximate locations and
number of dwelling units.
Developments that have an approved Master Plan and/or Minor or Major
Subdivision Plat will be considered vested for School Concurrency.

to see criteria required for Developments to be considered exempt from
School Concurrency review.

State of Florida:
Please be aware that your licenses may expire September 30.
To continue receiving inspections in a timely manner from the City of
Orlando, please submit your renewed license information to Permitting
Services by September 30.
You are also able to renew your license(s) by visiting the Florida
Department of Business and Professional Regulation’s website at
www.myfloridalicense.com/dbpr.

LASER PROFILING OF STORM
LINES

Notice to contractors who are
currently working on commercial public and private infrastructure
improvements:
Over the past few weeks there has
been questions asked about the videotaping storm lines before your final
inspection. The City of Orlando is now requiring contractors to laser
profile their storm lines instead of videotaping the lines as we have in
the past. Our Engineering Standards Manual (ESM), clearly states that
the most current FDOT practices supersede what is in the ESM. It does
not matter when you started your project, everyone must adhere to the
new requirement. The contractor is responsible for making arrangements
to have your lines laser profiled.
Please refer to the Florida Department of Transportation (FDOT)
Standards Specifications for Road and Bridge Construction 2007 Section
430 for the most current laser profiling requirements. For more

Special note: As noted in the FDOT Spec Book, any pipe deflection
over 5%, the pipe must be removed and replaced from structure to
structure, no exceptions. requirement. The contractor is responsible for making
arrangements to have your lines laser profiled.

Permit Application Submittal process for Swimming Pools and Screen Enclosures Changed

Effective January, 2008 swimming pools and screen enclosures will be
required to be dropped off. The review time will be 24 - 48 hours.

Replacement Requirements

Notice: Effective October 1, 2007 the Florida Comprehensive Hurricane
Damage Mitigation Program as modified by Florida Statute 553.844
requires all permit applications for roof replacement on existing one
and two family dwellings built prior to March 1, 2002 to have roof deck
attachments strengthened or corrected and a secondary water barrier
installed as part of the scope of work. Click

Notice of Transportation Impact Fee Rate
Increase
 Notice is hereby given that, as of October 1st,
2007, the rate for Transportation Impact Fees in the City of Orlando will
increase, consistent with the rate schedule referenced in Chapter 56, City Code,
as amended on December 31,
2006. For a complete copy of Orlando’s

Permitting Advisory Committee

Our Permitting Advisory Committee has met
several times this year. This committee is focusing on ways to improve
customer service and streamline various permitting processes. Their
input will assist us as we focus on our processes and efficiencies with
the Permitting Division. The Committee consists of 16 people from
construction, architecture, engineering, legal, development and permit
expediting industries. This group is meeting monthly and will serve for
an 18-month period. Members of our permitting team, as well as related
departments, who are involved in the permitting process, are staffing
the committee.
Residential and Commercial Plan Submittals
 Residential Plan Submittals require 4 complete sets of plans for Permit

Commercial Plan Submittals require 4
complete sets of signed and sealed drawings. Please reference the
Commercial
Plans Submittal Checklist. A building permit application will be required
when applying for any building permit.
