Note: The Certification Agreement was executed between the City of Orlando and the Florida Department of Community Affairs (DCA). As of October 1, 2011, the functions of the DCA have been incorporated into the Florida Department of Economic Opportunity (DEO). This did not have a material effect on the provisions of the agreement.
