State
regulations allow the City to amend the Growth Management Plan
(GMP) twice per year. Small-scale amendments, responses to
new legislation, and amendments related to a Development
of Regional Impact (DRI) may be exempt from the twice-per-year
limitation.
Schedules
for regular cycle amendments are provided for two application
intervals each year. Applicants wishing to request a GMP
amendment should contact the Planning Division to schedule a
pre-application conference with Comprehensive Planning Studio
staff.

In
2004, the Florida Department of Community Affairs (DCA) and the
City of Orlando entered into a Certification Agreement that
designated the City as a Certified Community in accordance with
state statutes. The City agreed to pursue the planning goals
identified in the Agreement and to demonstrate progress in an
annual report. So long as these conditions are met, most GMP
amendments within City boundaries are exempt from state and
regional review.

DCA
reviews GMP amendments and may issue an Objections,
Recommendations, and Comments (ORC) Report. If an ORC is
issued, it will be available on the DCA website.

If
no ORC is issued or after an ORC has been satisfactorily
addressed, the City will adopt the GMP amendment and DCA will
issue a Notice of Intent. This notice confirms that DCA
finds the proposed amendment in compliance with state
regulations.
