Amendment Process
Growth Management Plan (GMP) amendments follow one of three tracks.
Applicants wishing to request a GMP amendment should contact the
Planning Division at (407) 246-2269 to schedule a pre-application
meeting with Comprehensive Planning Studio staff.

Amendment types:

Small Scale Amendments: Small scale
amendments are future land use changes that are less
than 10 acres and may include changes to a subarea
policy boundary.

Large Scale Amendments
(Two cycles per
year):
Large scale amendments are future land use map
amendments greater than 10 acres, city-initiated
amendments, amendments to the GMP figures or text,
and changes based on the Evaluation and Appraisal
Report (EAR).

Out-of-cycle amendments: Some GMP
amendments may not fall into either of the above
categories, like changes associated with a
Development of Regional Impact (DRI) or the annual
updates to the City’s Capital Improvement Schedule.
Additionally, regular large scale amendments can be
adopted individually as “out of cycle” amendments,
subject to additional advertising fees. Please
contact Comprehensive Planning Studio staff for
assistance with out-of-cycle amendments.
All amendments go to the Municipal Planning Board for a public
hearing. Staff reports are available on the Municipal Planning Board
Meetings and Agenda site. Click on the appropriate agenda, then
click on the blue box around the case number to view the staff
report. Agenda items with the case number prefix 'GMP' are Growth
Management Plan amendments.
