The City held a design competition in
early 2002 to select a consultant team to assist in
developing this urban design plan. As part of this process
the City conducted a neighborhood design charrette on
January 9, 2002. This charrette included business owners,
commercial property owners and area residents, and was
used to identify issues and potential improvements in
the Mills Avenue and Colonial Drive business corridors
in order to inform the design competition process.
In March of 2002 three consultant teams (HDR, Inc.,
LDI, Inc., and Glatting Jackson) made presentations
to an 11-member jury. The jury, composed of commercial
and residential property owners and business owners
within the study area, an urban designer, a commercial
developer and a banker, recommended that the City hire
the firm of Glatting Jackson Kercher Anglin Lopez Rinehart,
Inc.
