Crime Free Multi-Housing Program

Overview

The program’s concept is to take a multi-faceted approach to crime prevention. This program is a unique coalition of police, property managers, and residents of rental properties, and is designed to be an on-going program with a three phase approach to address all of the opportunities of crime in rental property. There are numerous cities around the country that are using this program and have experienced a very high success rate in reducing crime in their communities. The Crime Free Multi-Housing Program has achieved almost instant success. In rental properties with the highest crime rates, the immediate results showed up to a 90% reduction in police calls for service. Even the best properties showed reductions of 15% to 20% were not uncommon.

This program will also include a Crime Free Lease Addendum which has shown to be the backbone of the Crime Free Multi-Housing Program. The addendum to the lease agreement lists specific criminal acts that, if committed on the property, will result in the immediate termination of the resident’s lease.

The certification process is stated below:

Phase 1

• Manager Certification (manager of property attends an 8 hour training class and will be certified at the end of the class)

• Manager can bring an assistant and other staff members if desired
 

Phase 2

• C.P.T.E.D. Inspection (Crime Prevention Through Environmental Design)

• Property has to meet the following minimum standards:

  • Single cylinder metal dead bolts on all single entry units (a metal 1 inch throw minimum)

  • 180 degree eye viewers on all front doors

  • Anti-lift/slide devices on sliding windows and doors (exception may be taken with second floor and higher units where no outside access is reasonably possible)

  • The property must be in compliance with minimum Crime Free landscaping requirements

  • The property must be in compliance with minimum Crime Free lighting requirement based on C.P.T.E.D. requirements

  • 3 inch screws in the strike plates of the door
     

Phase 3

• Safety Social

• In the third and final phase of the program, members of the Orlando Police Department CFMHP unit will attend a “Safety Social” for residents at the rental property. They will provide information about general safety principles and crime prevention - to include neighborhood watch information. They will also explain the Crime Free Multi-Housing Program to the residents of the community. It is encouraged to offer food, drink, and a “children friendly” environment to encourage everyone in the community to attend. Door prizes to include a grand prize of a reduction in one month’s rent is a very good way to gain participation.

Once these requirements are met, there will be a sign that the property manager can purchase that will identify their property as a participant in the Crime Free Multi-Housing Program. There will also be certificates given out for each phase of the program once it is completed.

The Crime Free Multi-Housing Program coordinators will work closely and assist the apartment managers as needed. There are numerous benefits to this program and the benefits will be discussed in greater detail in future training classes.
