2009 Violent Crime Initiative


NIBIN Pilot Program-OPD-FDLE-ATF

SUMMARY:

In January 2009, the Orlando Police Department, in partnership with the Florida Department of Law Enforcement and the Bureau of Alcohol, Tobacco and Firearms, is participating in a pilot project to increase the utilization of the National Integrated Ballistics Information Network (NIBIN) system. NIBIN compares ballistic evidence from crime scenes to identify if the crime gun used in a particular incident has been used in any other crimes. The pilot project streamlines every aspect of the processing of ballistic evidence, from how it is collected at the scene, to how the test results are distributed. The very first submission of fired cartridge casings, under the project, resulted in a match from a homicide in the city on January 15th, to two shootings that occurred in Orange County. These results provided investigative leads that normally would have taken months to receive. In this case the investigator had the information within hours of the homicide.

We are confident the implementation of this pilot program will help the police department accomplish its mission of keeping Orlando a safe city by reducing crime and maintaining livable neighborhoods.
