Projects Currently Out for Bid
INVITATION FOR BID (One of One) The City of Orlando, Florida, will receive sealed bids through the City Clerk, 2nd Floor, City Hall, 400 S. Orange Avenue, Orlando, Florida 32801, for Water Conserv II WRF Master Pump Station and Flow Equalization Project No. 2379, on Tuesday at 9:00 a.m., local time June 3, 2008, at which time bids will be opened and publicly read in the Agenda Conference Room, 2nd Floor of City Hall, 400 S. Orange Avenue, Orlando, Florida. The Contract will consist of a new a three level wet-pit/dry pit raw sewage master pumping station with five 9,975 gpm raw sewage pumps with VFD drives, a new 3.5 million gallon flow equalization tank, a new precast concrete electrical building, a new master pump station influent junction box, modifications and rehabilitation of the existing master pumping station systems and conversion to a transfer pumping station, modifications to the existing primary clarifiers and associated site, electrical, controls, mechanical and other work and appurtenances. The estimate for this project is $13,050,000. Plans, Specifications & Contract Documents will be open to public inspection after 10:00 a.m., April 28, 2008, in the Public Works Department Records Room, 8th Floor, City Hall (phone #407-246-3267). Plans, Specifications & Contract Documents may be obtained free of charge for the first copy. Additional copies may be purchased for $200, plus tax, per set (non-refundable). Refer to "Instruction to Bidders" for more information on the bidding process. Bids must be accompanied by a bid bond, certified check or cashier's check made out to the City of Orlando, or other security as provided by law, in an amount not less than 10% of the total base bid. Bidders must be appropriately licensed Florida Contractors pursuant to Chapter 489 Florida Statutes to be considered responsible bidders and eligible to be awarded a contract. A Pre-Bid Conference will be held May 8, 2008 at 9:30 a.m., in the Water Conserv II Water Reclamation Facility second floor Training Room, 5420 LB McLeod Road, Orlando, Florida. All questions about the meaning/intent of the Plans & Contract Documents must be submitted in writing before 11:00 a.m., May 20, 2008, to Robert J. Rutter, P.E., Project Manager, Capital Improvements and Infrastructure Development Division, 400 S. Orange Ave., 8th Floor, Orlando, Florida 32801. Questions will be answered in accordance with Article 5 of the "Instruction to Bidders," replies will be given at a later date. Upon award of contract, the Low Bidder shall be required to provide Performance and Payment Bonds in the amount of the Contract Price. The Surety must be licensed to do business in the State of Florida, must be included on the United States Department of the Treasury’s Listing of Approved Sureties, and must have at least an “A-” rating in accordance with the most current A.M. Best Company financial strength ratings. City of Orlando Minority & Women-Owned Business Enterprise Ordinance The Contractor shall be required to comply with the City of Orlando's Minority & Women-Owned Business Enterprise Ordinance (Chapter 57). The Supplementary Conditions establish requirements which must be achieved by the Contractor; certain required actions must be taken at least 10 days prior to bidding. The MBE/WBE Letters of Intent (see form in Supplementary Conditions) must be provided at the time of bid opening. If either or both the MBE/WBE goals are not met, MBE/WBE "good faith" documentation must also be provided at the time of bid opening. Living Wage. CONTRACTOR is required to pay its workers, as well as its subcontractors providing services pursuant to a contract with the CITY, a living wage for the time spent providing services to the CITY. (This provision does not include general administrative personnel unless they are assigned to a CITY project.) “Living wage” means compensation for employment of not less than $8.50 per hour for straight time, exclusive of FICA, unemployment taxes, and workers compensation insurance and employee benefits. This provision shall apply to all bid and proposal awards for services which involve CITY expenditures that exceed $100,000.00 per year. Responsible Contractor’s Policy For contracts with an estimated value of at least $100,000, the CONTRACTOR will be required to comply with the City of Orlando’s Responsible Contractor’s Policy, which requires that CONTRACTOR pay its workers and require its Subcontractors to pay their workers on this Project an hourly wage, based on classification for the Orlando region established by the Davis-Bacon Act (hereinafter “hourly wage”). The Wage Determination for this Project can be found at www.gpo.gov/davisbacon/fl.html. The applicable county is Orange County, and the construction type is Building. Additionally, CONTRACTOR shall provide its workers and require its Subcontractors to provide their workers with health benefits, such requirement being satisfied by providing to the workers on this project either 1) health benefits through a bona fide program or 2) by increasing their hourly wage by 20%. If satisfying the health benefits requirement by providing health benefits through a bona fide program, the Supplementary Conditions establish minimum health insurance benefits acceptable to the CITY. Moreover, certification as to the existence of a CONTRACTOR’S bona fide health benefits program for its workers must be provided to the City with its bid at the time of the bid opening. Apprenticeship Program The Contractor shall comply with the City of Orlando’s Apprenticeship Program (“Program”) requirements. The goal of this Program is to have 10% of the Contractor’s and first tier subcontractors’ work hours sourced from registered State of Florida Pre-Apprenticeship/Apprenticeship Programs, if available. The General Conditions of the Contract Documents provide a listing of the only trade positions recognized by the City of Orlando as qualified to meet the intent of this Program and that will be credited to meeting the Program goal. The Bidder must, at the time of bid opening, submit the name(s) of the registered State of Florida Pre-Apprenticeship/Apprenticeship Program provider(s) that it will utilize. The Owner reserves the right to waive any informalities, to reject any or all Bids, or to re-advertise for Bids.
