Performs professional accounting and financial record keeping work requiring knowledge of the practices and methods of accounting and familiarity with the operations and procedures of accounting systems. Employees assigned to this classification are primarily responsible for reviewing complex, detailed financial transaction documents for accuracy, completeness and conformance with established criteria; researching various records and performing detailed audits of transactions in order to correct errors and reconcile accounts through the use of computer and/or manual record keeping.
Work is performed under general supervision in accordance with established procedures and performance is reviewed for technical accuracy through summary reports, verification of balances, discussions and direct observation. | |

Analyzes and verifies accounting records and financial data; ascertains compliance with established laws, procedures, and policies; evaluates existing rules, methods, forms and controls for the purpose of conserving the City's resources and for the general protection of its interests with respect to its assets, liabilities, investments, revenues and expenditures. Conducts research and resolves complex accounting problems.
Analyzes monthly expenditures of various construction project costs and consolidates into a budget status report; reviews invoices charging projects for services and insures that sufficient funds are available.
Performs specialized accounting tasks such as municipal fixed assets accounting or project accounting for particular federal programs.
Participates in the establishment, revision and maintenance of accounting and record keeping systems; prepares regular and special financial reports and statements.
Monitors and evaluates manual and automated accounting systems; verifies and reconciles trial balances, detail appropriations and expenditures; reviews reports, vouchers, requisitions, invoices and other financial data for accuracy, completeness and conformance with guidelines and generally accepted accounting principles; interprets financial records and prepares reports concerning the financial condition and conduct of the applicable entity.
Designs, maintains, and analyzes reports regarding the City's investment portfolios; analyzes and verifies earning statements, prepares related reports, monitors and evaluates market trends; and performs other duties in support of the Treasury Bureau functions.
Participates in compiling financial data for budget formulation; prepares and reviews draw down vouchers, journal entries, pay forms, trial balances and cash requisitions; participates in cash management and investment activities; reviews accounting data runs, financial reports and adjustments.
May oversee, train, and review the work of lower level professional and clerical accounting personnel in departmental methods and procedures; reviews work of subordinate employees for accuracy, completeness and adherence to instructions, guidelines and accepted accounting procedures.
Performs other related duties as required. | |

ADDITIONAL QUALIFICATIONS FOR PROMOTION: Last performance evaluation must have resulted in an overall Meets Standards rating or better with no goal rating of less than Meets Standards. | |

| Bachelor's Degree in Accounting and two (2) years professional experience in governmental accounting; or an equivalent combination of education, training, and experience. Some computer experience is desired. CPA desired. Must pass police background investigation which includes polygraph. |
