|Performs professional management analysis and accreditation work which may include some supervisory responsibility. Duties include responsibility for evaluating/analyzing organizational units, structures, functions or systems, and designing/developing management systems, policies, work methods, procedures and organizational structures, to improve organizational effectiveness and efficiency; assisting the department's Accreditation Manager in administering the accreditation process, to include collection and maintenance of electronic files and the Commission of Florida Law Enforcement Accreditation, Inc. (CFA) proofs of compliance and ensuring all departmental policies comply with CFA standards; and special projects. Work is performed under general supervision and is reviewed while in progress and upon completion, through discussions, evaluation of reports submitted and results obtained.|
|Plans and conducts studies of organizational units, structures, functions or systems through observation of work, interviews, identifies work flow processes and systems, and applies methods such as work sampling, personnel time logs, time and motion study, and reengineering various processes.
Prepares written reports of findings and recommendations and presents to affected managerial personnel.
Designs, develops, and recommends new/revised systems, policies, procedures, work methods, organizational structures, and other management tools to improve organizational efficiency and effectiveness.
Participates in the development of implementation plans and schedules if study recommendations are accepted; trains affected personnel in the use of new systems and procedures; monitors implementation and conducts follow-up studies to evaluate results obtained.
Reviews current financial records and accounts; performs cost/budget analysis to determine feasibility of recommendations and recommends appropriate actions; conducts cost/benefits analysis to determine cost recovery of recommendations.
Conducts special studies; communicates with representatives of other governmental entities and private industry as sources of information or to effect coordination; presents detailed quantitative and economic analysis and recommendations based on sophisticated statistical procedures and strategic planning techniques.
Helps administer the accreditation process to include status of accreditation files and software for program tracking.
Reviews all policy reviews and updates and other written directives to ensure accreditation standards compliance.
Ensures that all Agency members (sworn and civilian) are familiar with, and educated about the accreditation standards, and process.
Obtains the most up-to-date developments and requirements in the accreditation process and standards by attending FLA-PAC training and commission conferences.
May supervise lower level Management Analysts in performance of duties.
Performs other related duties as needed.
|Knowledge of management research principles techniques, methods, systems analysis and performance measures.
Knowledge of municipal administration and organization, City's departments, functions, budgets, and operations.
Knowledge of statistical analysis and computer applications.
Knowledge of budget development and administration.
Ability to collect and analyze data and draw valid conclusions.
Ability to design and develop various management tools.
Ability to formulate and present recommendations and implementation of plans effectively both orally and in writing.
Ability to train others in the use of new systems or procedures.
Ability to prepare clear and concise written reports, and to communicate effectively.
Ability to assign and review the work of others.
Ability to operate computer and various software applications.
Ability to establish and maintain effective working relationships with employees and managerial personnel.
|Bachelors Degree in Public Administration or Business Administration with emphasis in management analysis, industrial engineering and/or industrial and organizational psychology and four (4) or more years experience conducting operational audits, productivity studies and cost/benefit analyses; or an equivalent combination of education training and experience.
ADDITIONAL QUAILIFICATIONS FOR PROMOTION: Last performance evaluation must have resulted in an overall meets standards rating or better with no goal rating of less than meets standards.
