|Performs responsible supervisory and administrative work in the area of street cleaning and landscape maintenance of City streets and right of ways. Employee provides direction and supervision to several crews engaged in street sweeping, edging, litter removal, and landscape maintenance activities. Work is performed under general supervision of the Street Right of Way Supervisor and performance is reviewed while in progress and upon completion through observation and results obtained. Ability to perform work under adverse conditions such as inclement weather, heavy traffic, with exposure to chemicals, fumes, noise. May be required to work weekends, evenings and holidays|
|Supervises, schedules, assigns, and participates, when necessary, in the work of crews engaged in street maintenance and repair activities, litter removal and edging, and construction and /or repair of sidewalks, bicycle paths, and chain link fences; inspects work in progress, issues instructions, and offers solutions to problems; operates medium to heavy equipment as required.
Assists in the preparation of annual cost center's budget; monitors expenditures, and prepares weekly/quarterly reports of section's productivity.
Performs field surveys to determine necessary repairs and preventive maintenance; prepares job estimates, including cost of personnel, materials and equipment.
Interviews candidates for vacant positions, recommends selections, and disciplinary actions to supervisor.
Insures that all personnel assigned to program adhere to safety codes and wear proper safety equipment on the job.
Responds to emergency during inclement weather or as other unforeseen circumstances dictate and performs other supervisory duties as directed by the Street Maintenance Supervisor.
Reports to Street Maintenance Supervisor daily the status of work in progress, problems encountered, training needs, etc.
Responds to citizen's complaints, usually visiting site and discussing action to be taken with property owner.
Recommends purchases and/or authorizes purchase of materials, equipment, and supplies needed; submits requests for emergency purchases and items to Street Maintenance Supervisor.
Maintains time and attendance records.
Coordinates street maintenance activities with other Bureaus.
Performs other related duties as needed to ensure the efficient and effective operation of the Street Maintenance Section.
|Knowledge of principles, practices, methods, techniques, materials, tools, and equipment used in street maintenance and repair.
Knowledge of proper use and maintenance of equipment.
Knowledge of effective supervisory techniques.
Knowledge of maintenance planning and scheduling techniques.
Knowledge of occupational hazards and appropriate safety precautions.
Knowledge of records keeping and report writing.
Skill in performing field inspections to determine necessary repairs.
Skill in scheduling various jobs, organizing and coordinating projects.
Skill in operating trucks, rollers, motor grader, asphalt distributors, root cutter and various hand tools.
Ability to effectively manage the work of a large staff.
Ability to estimate costs of various construction projects.
Ability to maintain records, prepare oral and written reports and impart them effectively.
Ability to establish and maintain effective working relationships with employees, and the general public.
Ability to perform work under adverse conditions such as inclement weather, heavy traffic, requiring the ability to walk or stand for extended periods, climb, bend, kneel, crawl and reach.
|High school graduate plus four (4) years responsible experience in high production street cleaning, litter removal, and landscape maintenance required. Ability to operate 14 yard dump truck and front end loader desired. Valid Florida Commercial Driver's License (CDL) "B" required.
