|Performs professional, technical and analytical work in programming and computer systems analysis. Serves as an Information Technology resource in various areas of expertise including software, systems development, training and hardware for client departments. Provides project management, meets with client departments and identifies software needs, establishes client specifications, researches alternatives and develops and implements applicable software and/or purchased applications.|
|Work on conversion of Occupational Licenses to Tidemark Advantage and supporting current and future phases of the Permitting Services Automation project.
Provide systems analysis, software design, development and support, including advanced Tidemark Permit Plan, Crystal Reports and Oracle development, for implementation of Tidemark Permit Plan.
Continue learning and facilitate knowledge transfer to/from City Technology staff for continued support and development of permit Plan, custom features and interfaces, including PL/SQL, stored procedures, complex views and database triggers.
Provide other software research, design, development and support tasks, as assigned, including but not limited to assisting implementation of Permitting Services field inspections, IVR, Internet access, Sewer Benefit Fee, Occupational License and document management projects.
Other duties as may be assigned.

Ability to analyze, design, program, project manage, work on multiple databases, configure and implement software package, migrate data and administer databases.
Strong skills in Oracle development with SQL and PL/SQL including stored database objects, particularly triggers and complex views.
Ability to utilize Crystal Reports.
|Bachelors degree and more than eight (8) years experience; or an equivalent combination of education and experience. Possesses and applies a comprehensive knowledge of general Information Technology software development to the completion of difficult assignments. Applicant has experience using established software engineering techniques to a software development project. Has well-developed leadership qualities. Experience must include analysis, design, programming, project management, multiple database work, software package configuration and implementation, data migration and database administration. Three (3) years of Oracle development experience is required with SQL and PL/SQL including stored database objects, particularly triggers and complex views. Experience with Crystal Reports is a plus.|
