|Performs responsible administrative and professional work managing the operations of all City-owned and operated parking facilities, surface lots, and access roads. Responsibilities include managing the operations of all City parking facilities, coordinating parking and traffic for all events at the Centroplex and Citrus Bowl, and special events in the downtown area; recommending improvements and operational changes. Work is performed under the general direction of the Parking Bureau Chief and is reviewed through conferences, reports submitted, and results obtained.|
|Plans and manages the operations of all municipal parking facilities, surface lots, and access roads; analyzes and evaluates existing facilities and implements improvements and operational changes.
Plans, manages and directs management, supervisory and all other staff in parking facility operations, event parking and traffic control.
Prepares specifications and manages contracts for personnel services, security guards, elevator maintenance, revenue control, equipment, landscaping services, fire monitoring and other various contracts associated with the parking facilities.
Develops programs, policies and procedures for adequate management, implements service levels, improves methods, reviews trends, analyzes conditions, identifies problems and makes adjustments.
Reviews trends and changes in parking requirements and makes recommendations to improve methods and systems.
Develops and administers the annual operating budget; establishes goals and objectives; reviews and authorizes expenditures; prepares related reports.
Performs other related duties as assigned.
|Knowledge of City and State ordinances governing parking control and enforcement.
Knowledgeable in all aspects of municipal parking system.
Knowledge of methods, practices, procedures, and equipment pertinent to on-street and off-street parking.
Knowledge of principles and practices of budget preparation and administration.
Knowledge of basic accounting principles and practices.
Skill in the operation of personal computers.
Must have excellent communication skills, both orally and in writing.
Ability to supervise, train, and evaluate the work of subordinate personnel.
Ability to analyze administrative problems and make sound recommendations for improvement.
Ability to establish and maintain effective working relationships with officials, employees, and the general public.
Ability to walk for extended periods while overseeing parking for major events and inspecting parking facilities.
|Associate's degree in Business Administration or related field and four (4) or more years progressively responsible experience supervising a municipal or event oriented parking operation; or an equivalent combination of education, training, and experience. A valid Florida Driver's License is required. Must pass a crimial background investigation and a polygraph.
