|Performs supervisory work involving the daily operation of the City's parking facilities, surface lots and access roads, and event parking. Employees in this class are responsible for supervising activities pertaining to coordination of all shifts involved in operation of municipal off-street parking facilities. Work is performed under the supervision of the Parking Operations Manager and is reviewed through reports submitted, meetings, and results obtained.|
|Organizes and coordinates the business activities of parking facilities personnel; delegates responsibilities to personnel or directs to appropriate department; ensures appropriate day and evening staffing as well as staffing for special events; assists in establishing and maintaining performance methods and standards and work schedules; reviews work to ensure instructions are carried out.
Supervises, and trains personnel in proper work methods, performance standards and safety requirements; conducts interviews, performance appraisals, recommends employment, salary increases, and disciplinary action.
Reviews and verifies cashiers reports through use of computers and manual review.
Reviews and inspects service provided by contract vendors for parking facilities equipment, supplies, and services; monitors contracts to ensure agreements adhered to; orders and verifies supplies; maintains and tests equipment, contacts vendors when service is required.
Performs analysis of current operational methods and develops revisions as technology, structure, or other changes dictate. Develops and disseminates operational procedures, policy reminders and business correspondence to appropriate personnel.
Participates with Police and Traffic Engineering in the on-site management of traffic flow and safety at large scale parking events.
Participates in establishing internal operating procedures and contracts for parking facilities; performing studies to determine the demand and usage of parking facilities.
Participates in budget preparation; monitors budgeted expenditures; prepares monthly and quarterly reports on section's accomplishments.
Responds to customer complaints and/or inquiries then initiates corrective actions as necessary.
Inspects parking facilities to monitor maintenance requirements and detect problems.
Performs other related duties as required.
|Knowledge of parking facilities and traffic operations.
Knowledge of rules, regulations, and safety of traffic flow and parking alignment.
Knowledge of record keeping, cashiering, report writing, and computerized revenue control systems.
Skilled in the operation and use of personal computers and various software programs/applications.
Ability to coordinate activities and schedule employees.
Ability to handle multiple tasks simultaneously.
Ability to perform basic mathematical calculations with speed and accuracy.
Ability to analyze operational methods and recommend solutions.
Ability to communicate effectively, both orally and in writing.
Ability to supervise and train personnel, and to establish and maintain effective working relationships with employees, municipal officials and the general public.
Ability to stand and walk for long periods of time, to move quickly (by vehicle or running when access by vehicle is impossible) to respond to parking/traffic problems, to work long hours under adverse weather conditions, and in heavy traffic due to event parking.
|Associate's degree in Business Administration with major course work in management or accounting and/or related field plus two (2) to three (3) years experience in parking facilities operations, one (1) year must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Knowledge of traffic flow and related signage, and parking revenue control equipment desired. A valid Florida Driver's License is required. Must pass criminal background check and polygraph.
