|Performs professional and administrative engineering work with responsibility for managing engineering design and construction projects; providing information and computer support to Environmental Services staff; maintaining computer systems for wastewater GIS base maps; administering financial, purchasing and accounting systems; and other related duties. Work is performed under general supervision of the Environmental Services Director and performance is reviewed through reports submitted, conferences, and results obtained.|
|Performs various administrative and supervision tasks involving three distinct groups: Materials Management Area, Engineering/Cartography Area - to ensure automated mapping system for utilities is properly maintained, Wastewater (Sunshine One) Area.
Manages engineering design and construction projects relating to treatment plants, lift stations, sanitary sewer collection systems and plan review of all new construction in the City related to Wastewater. Attends various City and State meetings as representative of Wastewater. Monitors on site construction activities to ensure compliance with rules and regulations of various Federal & State agencies.
Plans and coordinates various studies as State of Florida Concurrence study, Wastewater rate study; annual Wastewater budget as all nine programs coordination, during year constant review of funds; personnel matters related to City Flex, United Way; budget transfers; reviews and processing of invoices and related accounting problems.
Performs various administrative tasks involving budget, safety, and personnel matters; keeps apprised of policies and contractual agreements and consults with and provides technical assistance to departmental personnel.
Performs other related duties as requested.
|Thorough knowledge of civil engineering design and construction principles and practices.
Knowledge of computer systems and their application to computer aided drafting, design and mapping.
Thorough knowledge of project management methods and techniques.
Knowledge of modern methods and techniques applied to the design, construction and maintenance of public works projects.
Knowledge of budget development and accounting systems.
Knowledge of environmental regulations governing the design, modification operation and repair of lift stations, treatment plants, collection systems.
Ability to plan, assign and supervise the work of professional and technical employees.
Ability to gather, organize, interpret, modify and compile relevant civil engineering information and data to provide a basis of sound decision making.
Ability to communicate clearly and concisely, orally and in writing.
Ability to detect omissions or errors in construction drawings and specifications and make corrective recommendations.
Ability to establish and maintain effective working relationships with contractors, property owners, the public and employees as necessitated by the work.
Ability to prepare clear and concise technical reports on engineering work assignments.
|Associate's degree in civil engineering or related field with four (4) or more years professional experience in engineering, public works construction or related field, two (2) of which must have been in a managerial or supervisory capacity; or an equivalent combination of education, training and experience. A Professional Engineering State of Florida license is preferred, but an Engineering Intern State of Florida and a valid Florida Driver's License are required.
