|Performs professional and technical work in the development and implementation of the City's housing assistance programs. This position supervises technical staff who inspect single and multi-family housing rehabilitation and construction projects, process loans, determine eligibility. This position reviews construction plans and specifications, estimates project costs, evaluates bids, schedules projects, and inspects work performed by contractors. Employee conducts on-site inspections which involves bending, stooping, lifting, climbing and walking, and exposure to weather conditions. Work is performed under the general supervision of the Division Manager and is reviewed through direct observation, conferences, reports submitted and results obtained.|
|Supervises the activities of technical and paraprofessional staff engaged in housing inspection, rehabilitation specification writing and home owner eligibility assessment, loan processing and loan closing to ensure City residents are provided with effective and efficient housing counseling and rehabilitation assistance.
Reviews and evaluates rehabilitation bids for conformance with specification requirements; interviews contractors, explains/interprets job requirements and recommends bid award to Division Manager.
Prepares and/or reviews plans and specifications and estimates project costs using knowledge of labor, material, and equipment requirements; establishes work plan and costs for each phase of project and writes technical descriptions specifying material qualities, quantities, and properties and procedural requirements; reviews housing project proposals and plans developed by contractors to determine time frame, costs, staffing requirements, methods and procedures for accomplishment of project.
Establishes and maintains internal operating and construction procedures consistent with City Code, State and Federal regulations.
Coordinates bid process for general contractors to perform housing rehabilitation work; submits completed and approved bid packages for contractors bids and supplies list of approved contractors.
Oversees and inspects all housing projects work in progress at construction sites to ensure compliance with plans, specifications, City codes, accepted industry practices, and established schedules; consults with and advises contractors regarding progress, plan changes, and/or problems.
Controls expenditures within limitations of project budget; reviews applications for contract payments, verifies accuracy of contract payments, verifies accuracy of amount due and work completed and recommends approval/disapproval of payment requests.
Assesses the efficiency and effectiveness of all housing programs regarding construction and recommends appropriate changes.
Maintains project files reflecting construction and inspection activities; prepares monthly, quarterly, semi-annual and annual reports for Federal, State and local departments and agencies; operates personal computer.
Design, develop and implement the policies and procedures for the rehabilitation program.
Responsible for developing and managing the annual budget for housing development projects.
Performs other related duties as required.
|Thorough knowledge of construction principles, practices, methods and materials.
Knowledge of national and local building, electrical, plumbing, environmental protection, zoning, minimum housing, federal housing program regulations and other related codes and regulations.
Knowledge of developments, current literature, and sources of information in the fields of construction and inspection.
Knowledge of techniques and methods of computing cost estimates and preparing construction plans and specifications.
Knowledge of objectives and procedures of community redevelopment and rehabilitation programs.
Some knowledge of real estate principles, practices, laws and mortgage processing.
Ability to communicate effectively orally and in writing.
Ability to prepare and interpret construction plans, specifications, and cost estimates.
Ability to maintain records, prepare and present oral and written reports effectively.
Ability to consult with and enlist the cooperation of building owners and contractors and to establish and maintain effective working relationships with employees, outside agencies, and the general public.
Ability to conduct physical inspection of building/construction sites which involves walking over uneven terrain, bending, stooping, lifting and climbing hills and stairs.
Ability to establish and maintain effective working relationships with employees, outside agencies and the general public.
Ability to plan, direct, and supervise the work of paraprofessional and technical employees in a manner conducive to full performance and high morale.
|Bachelor's degree in Business Administration, civil engineering, building construction, construction technology/management or related field and four (4) or more years experience in residential building construction including rehabilitation cost estimating and specification preparation, or an equivalent combination of education, training, and experience. Previous experience in housing rehabilitation highly desired. A valid Florida drivers license required.
Certification by the Southern Building Code Congress International or Building Official's Association of Florida as a Building Inspector or a Class A, B, or C Contractor's License. Additional certifications in residential trades desired.
