Performs responsible field and office work supervising and coordinating the collection and transportation of residential and commercial solid waste and recyclable products. Employees assigned to this classification are expected to exercise discretion and initiative and independent judgment in resolving problems encountered in these operations. Work is performed under the supervision of the Collections Manager and performance is reviewed through conferences and results obtained.
Responds to citizen inquiries and/or complaints in accordance with departmental policy and City Code; explains ordinances, codes, rules and regulations and encourages citizen compliance.

Schedules, coordinates, and supervises the activities of several crews that are engaged in the collection and transportation of Solid Waste; ensures adequate staffing and equipment for each route.

Reviews daily trip and weight tickets for completeness and accuracy; maintains various records; may compile data and prepare reports.

Conducts field inspections to ensure work performed in accordance with accepted Bureau standards.

Counsels employees regarding performance, proper equipment operation, and related Bureau/City procedures; participates in the selection, training, discipline, and/or termination of employees.

Lead regarding the planning and development of schedules for additional routes to ensure adequate collection services are provided.

Monitors equipment and repair supplies inventory and ensures availability.

Requisitions equipment, materials, and supplies utilized by personnel; provides input for annual budget process.

Performs other related duties as required.
Knowledge of City Code Ch. 28 and Florida statutes governing collection, transportation and disposal of Solid Waste.

Knowledge of effective supervisory principles and practices.

Knowledge of OSHA rules and regulations.

Knowledge of various solid waste recovery programs.

Knowledge of occupational hazards and safety precautions.

Knowledge of scheduling techniques.

Knowledge of operations related to Solid Waste Management.

Knowledge and skill in customer service techniques.

Ability to plan, organize, and coordinate various activities and projects simultaneously.

Ability to establish and maintain effective work relationships with employees, managers, customers and business owners.

Ability to operate pick up truck, two-way radio, forklift, bobcat, front-end loaders, and related equipment.

Ability to prepare written and oral reports, maintain records; make estimates of time, funds, materials needed and budget development.

Ability to work around excessive noise and in extreme weather.

Some positions may require the ability to lift heavy items.
High School Graduate plus two (2) to three (3) experience in solid waste or related field with two (2) years in a supervisory role; or an equivalent combination of education, training, and experience. Valid Florida Commercial "Class B" License with air brakes required.


The Collection Manager certification by Solid Waste Association of North America Certification preferred.
