|Contract - Mid/Professional|
|Performs administrative and professional work involving processes, process design, process control including Capital Improvements and Operations and Maintenance programs on behalf of the City of Orlando. An employee assigned to this classification is responsible for planning, directing, coordinating, and executing activities to ensure projects are accomplished within a prescribed time frame and funding parameters. Work is performed under the general direction of the Division Manager. Performance is reviewed on a periodic basis through both formal and informal meetings and reports.|

Defines, performs analysis, and maintains the scope the budget of projects with client programs.
Authors and supports presentation of City Council Agenda items as may be required or requested by the client programs.
Reviews an critiques plans, specifications, and construction documents for both internal and external projects.
Conceives, develops, supervises, and in some cases executes improvement projects which may include process engineering, chemistry, biology, or any such field of science and technology as my be required to achieve targeted objectives.
Provides value engineering and contacts for value engineering projects, including both internal and external coordination of resources.
Provides both conceptual and actual control strategies and resources for cost reduction and performance enhancement of new and existing equipment and resources.
Provides logic, strategy, and, in some cases, actual programming for control of equipment, instrumentation, and energy in both narrow and multidisciplinary projects.
|Knowledge and experience of the latest Civil, Electrical, and Chemical Engineering practices sufficient to provide innovative solutions to both common and unique problems.
Skilled in the use of Computer Aided Design and Drafting, Mathematical Modeling and Projection, and a sundry Office software in addition to Programmable Logic Controller design and control software.
Skilled in the design, use, installation, and management of instrumentation and industry specific automated information collection and management systems.
Ability to use and teach Internet and computer skills for communications and assembly of information systems for project monitoring and management.
Effective communication skills for multidisciplinary audiences including media contacts and forum.
Ability to conceive, develop, execute and manage projects form inception to completion.
|Ph.D. in a Life Sciences field with a minimum of ten years wastewater consulting and/or operations management experience, or equivalent combination of education, training and experience.|
