|Manages, plans and directs the operation of the Engineering Bureau which incorporates the functions of engineering, project management, development review, surveying, geographic information systems (GIS) and records management. Managers the project utility coordination, construction and ensures engineering related compliance to engineering standards, regulations and codes. Work is performed under the supervision of the Public Works Director and reviewed periodically during meetings and phone conversations.|
|Plans and directs the operations of the Engineering Bureau to insure the goals of the organization are met.
Surveys all public and private development, construction review and insures compliance with all applicable codes, regulations and professional practices.
Plans and directs the completion of certain engineering projects from the inception of an idea to the final acceptance of the product.
Plans and designs pavement and transportation system related projects to solve various problems. Coordinates and supervises the efforts of contracted engineering consultants working on the improvement of the transportations system.
Develops and conducts presentations regarding innovative solutions to complex problems that the City has constructed at local and state seminars, workshops and conventions.
Develops repair and construction strategies and schedules to effectively maintain the City's transportation and stormwater facilities networks.
Provides supervision and decision making for the preparation of all budget submissions for the bureau.
Identifies and recommends projects for Capital Improvement Program funding for Stormwater and transportation projects.
Prepares and updates engineering codes, rules and regulations to control development and urbanization and reduce the impact on the environment and our current resources.
|Thorough knowledge of and ability to apply modern techniques, methods, procedures, principles, and practices of all phases of public works and engineering.
Thorough knowledge of the use and care of all types of public works and engineering tools, equipment, instruments, materials, and supplies.
Ability to plan, direct, supervise, coordinate, organize, and inspect public works and engineering plans, programs, and activities.
Ability to prepare written technical reports, estimates, construction, and cost records.
Ability to plan, assign, instruct, review, and evaluate work assignments of technical and professional personnel.
Ability to address civic organizations or other public or private groups on subjects relative to public works and engineering programs and projects.
Ability to establish and maintain effective working relations with subordinates, municipal officials, and the general public.
Ability to prepare, develop, and present long range public works and engineering plans and programs.
|Bachelor's degree in Civil Engineering or related science and four (4) or more years of progressively responsible experience in Public Works or related engineering planning, designing, and construction. Registration as a Professional Engineer (P.E.) by the State of Florida required prior to employment.
