|SYSTEMS & NETWORK SR MANAGER|
|Responsible for the planning, specification, procurements, implementations, support, and services related to computer and communications systems and networks for the City of Orlando. This position performs highly responsible administrative and professional work planning, directing and coordinating the activities of the Computer Operations and Network Support Programs. Additional work is performed managing projects related to the implementation of City-wide information technology. Areas of responsibility include the administration and operation of the City's Local and Wide Area Networks, Internet infrastructures and services, data and application servers, personal computers and peripherals, voice and data communications and related support services. Activity occurs in the rapidly evolving field of Information Technology. Work is performed under the directions of the Chief Information Officer and performance is reviewed through conferences, reports and results obtained.|
|Directs strategic planning and daily operations of the City's Computer Operations and Network Support programs and services. This activity requires communications via E-mail, telephone, meetings and face-to-face discussion with Chief Information Officer, Program Managers, staff, clients, consultants and vendors regarding projects, processes and priorities.
Managers multiple implementation projects related to the distribution of information technologies Citywide. Project Manager activities include contract negotiation and administration, attending meetings, progress reporting, acceptance evaluation, payment authorizations and managing client/vendor relations.
Participates in strategic planning and directs the design, acquisition, development, implementation, support and maintenance of computer and communication systems and networks supporting Departments and Offices within the City of Orlando, their internal operations, and interactions with the community at large. This includes major and/or network acquisitions, additions, upgrades, conversations, and installations, as well as the acquisition, provision and management of information technology services.
Approves and authorizes payments for products and services related to the City's Local and Wide Area Networks, Internet infrastructures and services, data and application servers, personal computers and peripherals, voice and data communications, and associated repairs and maintenance.
Serves as a technology and operations consultant to the Chief Information Officer regarding planning and implementation of computer and communications systems and networks.
Reviews and participates in the evaluation, development and approval of City of Orlando computer and communications systems and network standards and specifications.
Reviews and participates in the evaluation, development and approval of bids and proposals submitted by technology vendors and external service providers doing/seeking to do business with the City of Orlando.
Develops and controls budgets authorized for multiple Technology Improvement Program projects (new or expanded services).
Develops and implements City of Orlando and Technology Management Bureau policies relating to the procurement, development, maintenance and support of computer and communications systems, networks and services.
Develops and controls annual operating budgets for the City's Computer Operations and Network Support programs, as well as ongoing City-wide technology repair, maintenance and contractual support services programs and projects.
Establishes and monitors accomplishments of goals relating to overall performance of the City's Computer Operations and Network Support programs and services. Activity involves setting goals and objectives and conducting performance reviews with Systems & Networks Program Managers and quarterly reporting regarding Systems & Networks accomplishments.
|Extensive knowledge of data and communications systems and network architectures, protocols, computing platforms and services.
Ability to analyze problems, draw sound conclusions and discern feasible recommendations regarding the personnel, systems and services managed by the Administrative Services Department and the Technology Management Bureau.
Demonstrated ability to identify, implement and coordinate new and improved technologies to complement the business plans of the various City Departments and Offices.
Ability to prepare and present administrative and technical reports, orally and in writing, for review and consideration by staff, City officials and the community at large.
Ability to plan, organize, schedule, coordinate and direct the daily activities of a large and technically proficient staff of information technology professionals.
Ability to establish and maintain effective working relationships with employees, Department directors, City officials, clients, consultants, vendors and the public at large.
|Bachelor's degree in Business, Computer Science, Engineering, Public Administration, or related field; plus four (4) or more years progressively responsible information technology experience, two (2) or which must have been in the management of networks, data and/or voice communications, computer operations, or computer support services; or equivalent combination of education, training, and experience. A polygraph may be required for positions in this classification with access to security sensitive information/databases.
Job Competencies: Considerable knowledge of computer technologies, including current systems architectures, personal computers, Local and Wide Area Networking, Internet architectures and services, and data and voice communications.
