|Performs management work directing the Bureau of Accounting and Control regarding accounts payable, accounts receivable, revenue collection, fixed assets, banking services, payroll taxes and City payroll and accounting recordkeeping and all aspects of financial and compliance reporting. An employee in this class may act as project manager for economic feasibility studies, indirect cost allocation plans, or other types of projects as set forth by the Administrative Services Director.|
|Designs, selects, implements and administers automated financial information management systems and directs staff in work flow improvement processes internally and externally.
Directs staff in preparation of external and internal financial reports.
Directs activities of Financial Reporting staff including the preparation of the City's Comprehensive Annual Financial Report and Interim reports as required by the City code and other management as requested.
Interprets and administers City finance policies.
Signs financial documents in the absence of the Chief Financial Officer.
Works with banking institutions in providing services to the City.
Administers all City credit cards.
Performs other related duties as assigned.
|Extensive knowledge of the principles, accepted practices and methods of finance.
Extensive knowledge of government accounting principles and procedures.
Considerable knowledge of automated financial management systems and utility accounting.
Knowledge of the laws, rules and regulations applicable to municipal governmental accounting.
Knowledge of investment and debt instruments.
Considerable knowledge of cost and managerial accounting principles.
Ability to plan and assign the work of subordinates.
Ability to effectively communicate orally and in writing.
Ability to establish and maintain effective working relationships with Department Heads, Bureau Chiefs and Appointed Officials.
|Bachelor's Degree in Accounting, Finance or related field, Master's Degree in Business Administration desired, and four (4) years or more of progressively responsible financial management experience including responsibility for financial reporting; or an equivalent combination of education, training, and experiences. Certified Public Accountant (CPA) is required, and Certified Internal Auditor or Certified Management Accountant is desirable.
