|Plans, organizes, and oversees the daily operations and maintenance of the City's closed and open storm water facilities, watersheds, lakes, and lakeshores including supervising staff engaged in performing maintenance work and pesticide application; performs other related work.|
|Plans, develops and maintains effective storm water facilities, watersheds, lakes, and shore management for the City; plans and coordinates herbicide applications to remove pests and weeds in right-of-ways and aquatics; ensures pesticide applicators technicians are trained and certified in accordance with regulations, applications are conducted safely without hazards to staff or the environment; prepares reports and documents as needed by various federal, state, and local permitting agencies such as the NPDES permit.
Plans, assigns, coordinates, and evaluates staff performing maintenance work of storm water facilities, lakes, and lakeshores including removal of trash and debris as well as application of pesticides; determines priorities, standards, expectations; counsels subordinates on technical and administrative matters; implements and interprets policies, procedures and regulations.
Performs contract administration functions including preparation of request for bids and service contracts, evaluation of bids for maintenance of storm water facilities, restoration of lake shores and pest control to ensure adequacy and cost effectiveness; prepares work description, cost estimate data, and purchase order requisitions; awards contract; monitors work for compliance with conditions of contract; approves payments and contractual changes; resolves problems; maintains accurate records.
Attends various meetings and technical conferences with related problems in the natural resources area and storm water facilities; stays abreast of new developments that may have application for more efficient operations; makes recommendations to management; represents the department and City of Orlando in a professional manner at events.
Performs a variety of administrative duties including maintaining accurate records, budget projection and preparation; program analysis and recommendation for improvement, preparation of various reports; responds to complaints and inquiries; serves as Incident Commander and responds to hazardous conditions such as material spills in storm water facilities and ensures proper mitigation.
|Knowledge of materials, methods, and tools involved in the maintenance of structures such as storm water facilities (open and closed) such as storm sewer pipes, baffle boxes, ditches, retention basins, lakes, right-of-ways, and related structures.
Knowledge of pesticide regulations and application for aquatic and right-of-way categories.
Knowledge of federal, state, and local environmental protection laws, regulations, and precedents concerning storm water systems and OSHA safety and hazardous handling requirements.
Knowledge of contract administration, contracting methods and techniques, purchasing, and City requirements.
Knowledge of the principles and procedures of personnel management and business administration.
Ability to use personal computer including word processing and excel to prepare reports, and special software applications for street and storm water management.
Ability to analyze and resolve complex technical and administrative problems and make sound decisions.
Ability to establish and maintain effective working relationships
|Equivalent to an associates degree in chemistry, biology, engineering or other related field with courses in business administration, and five years progressively more responsible experience with storm water systems, watersheds, lakes, soil erosion, and pesticide application, including two years supervisory or administrative work, or equivalent education and experience.
Possession of a Florida Restricted Pesticide License, Aquatic and Right of Way categories.
Must obtain and maintain an OSHA Hazardous Materials Handling, Level 2 Certification within a year.
Possession of a valid Florida driver's license.
