|GRANTS DEVELOPMENT SUPERVISOR|

|Performs professional, technical and supervisory work at an advanced level involving the responsibility for general management and oversight of the City's grant management function for externally funded grants and other types of financial assistance. Work requires considerable independent professional judgment and initiative in resolving problems based on a comprehensive knowledge of citywide policies and various grant program regulations. Work is performed under the general supervision of the Controller and is reviewed while in progress and based upon results achieved.|
|Manages and oversees the City's grant management function for externally funded grants and other types of financial assistance.
Develops and maintains grant policies and procedures, grants manual, the grants management database, informational web pages and related systems that support the grants management function.
Chairs the Grants Oversight Committee and coordinates related activities with Grants Oversight Committee Liaisons and other user department representatives.
Assesses need for, develops, delivers and coordinates grant training for City staff on a variety of topics, designed to build staff capacity to apply for and manage grants.
Reviews all grant applications and awards.
Works with department personnel to ensure proper management of grants in compliance with established grant program regulations. Provides technical assistance as needed.
Responds to inquiries regarding the interpretation of federal and state regulations and administrative matters pertaining to grants and other types of financial assistance, and City policies and procedures.
Identifies and investigates issues that may arise with respect to the management of externally funded City grants.
Facilitates annual Citywide grant planning, and collaborative grant submittals.
Ensures grant opportunities and professional development resources are available for City staff through memberships, subscriptions, research, etc.
Manages grant consultants and Grants Unit staff.
Experience with federal and state grants and other types of related financial assistance, including applicable laws, regulations, procedures and processes.
|Knowledge of internal control procedures, policies, and operation methods.
Skilled in grant prospect research, writing and proposal development and grants management.
Skilled in grant administration, team building, facilitation, chairing and facilitating meetings and committees.
Skilled in the development of training materials and workshops, and for delivering training on a variety of topics relevant to grant management.
Skilled in public speaking, making presentations, conducting workshops, and presenting ideas clearly and concisely in writing and/or verbally.
Ability to research, analyze, interpret and write factual data necessary to render opinions, decisions, and direction for grants and other types of financial assistance.
Ability to develop and maintain grant management systems and related policies and procedures.
Ability to prioritize work under tight deadlines.
Ability to interpret grant agreements and national policy requirements.
Ability to work independently and display initiative in timely performance of assigned duties.
Ability to establish and maintain effective working relationships with staff, outside agencies, vendors, and the public as necessitated by the work.
Ability to operate a personal computer, software programs and databases.
|Bachelor's Degree in Business Administration, Nonprofit Management, Public Administration, Finance, Communications, Social Science or a related field plus a minimum of four (4) years of management experience in grant management, consulting, government, business, social services, or related fields, to include supervisory/management experience in grant-funded programs or projects, budgeting, training, program development, project management, program evaluation; or an equivalent combination of education, training and experience. Minimum of two years specialized experience managing federal and state grants. Preference for experience monitoring grants compliance within a government agency. Knowledge of personal computers and MicroSoft Word, Excel and PowerPoint software required. MPA or equivalent desired.|
