| Performs responsible professional and managerial work directing the operations of the Solid Waste Management Division which includes collection of all solid waste and recyclable materials, assessment of collection fees for both residential and commercial properties, maintenance and repair of collection containers, and enforcement of applicable City ordinances. Work is performed under the direction of the Environmental Services Director and reviewed from an overall standpoint through meetings, reports, and results obtained. | |

Plans and directs the collection and disposal of all residential and commercial solid waste within the City. Develops operational schedules and assigns work locations.
Conducts reviews to determine sanitation requirements of designated areas; plans and develops new/revised programs of collection.
Oversees the invoicing and maintenance of accounting records for refuse collection services. Directs studies of assessment fees and prepares proposals for rate changes.
Conducts field inspections and investigations to resolve complaints and ensure compliance with ordinances governing refuse collection, disposal, and franchise operations.
Develops and administers annual operating budget; develops proposals for long range programs to improve services to the public.
Consults with and advises supervisors on operational and personnel issues.
Plans and directs in-service training programs to effect increased efficiency and productivity.
Attends meetings concerning solid waste management, resource recovery, and related issues.
Coordinates programs with other municipal and county agencies to facilitate the preservation of the public's health and well being.
Performs other related duties as needed to facilitat the accoplishment of Division objectives. | |

Knowledge of the Federal Solid Waste Disposal Act, Florida Resource Recovery and Management Act, Sec. 403.701-713.
Knowledge of the Florida Solid Waste Management Act of 1988.
Knowledge of the state of the art technology in solid waste collection and disposal.
Knowledge of effective managerial principles and practices.
Knowledge of budget development and administration principles.
Effective interpersonal and presentation skills.
Ability to plan, organize, control, and direct collection and invoicing of refuse collection activities.
Ability to analyze specifications and contracts, to prepare detailed cost estimates, and to develop comprehensive reports governing solid waste and recycling collection/disposal. | |

Bachelor Degree in Environmental Engineering of related field. A minimum of five (5) years management level experience, preferably in the area of collection and disposal of solid waste; or an equivalent combination of education, training and experience.
Must possess a valid Florida Driver's License. |
