|WASTEWATER DIVISION MGR|
|Under the direction of the Public Works Director, manages the Division of Wastewater in the design, operation, control and maintenance of three large wastewater reclamation facilities, 150 lift stations, and over 600 miles of sewage collection lines. Performs professional engineering and administrative work in the planning, design and construction of all sewer facilities. Oversees the operation and maintenance of the facilities and resolves technically complex and politically sensitive problems. Work is reviewed through conferences, reports submitted, and results obtained.|
|Plans and directs the design, construction, operation, maintenance, and repair of sewer utility facilities.
Coordinates activities of the wastewater collection treatment and disposal facilities with the other City departments and other public and private agencies.
Supervises directly Assistant Division Manager, Treatment Plant Managers and Engineers. Establishes division goals and objectives in accordance with the City's mission and sewer policies.
Recommends, monitors, and controls annual division budget of approximately 22 million dollars with regard to operation and maintenance of the system and capital improvements.
Confers with consultants, contractors, County, State, and Federal and other officials and authorities engaged in/or controlling activities relating to sewer utility operations and pollution control.
Directs the preparation of plans, specifications and contracts for new sewer utility facilities or for improvements to existing facilities.
Oversees, participates in, or manages short and long range studies regarding the sewer system and wastewater treatment needs of the City.
Develops programs, goals, and training courses for each of the various activities of the bureau.
Performs various special studies on improving operations, lowering cost of service, realigning the organization to fit present and future needs, etc.
Manages industrial pretreatment operations and consults with industries on pretreatment problems and programs.
Oversees activities related to sewer billing program for over 50,000 customers along with wholesale customer and surcharge billing.
Performs other related duties as assigned.
|Thorough knowledge of the principles of civil and sanitary engineering as applied to the development, construction, operation, and maintenance of treatment plants, lift stations, and gravity collection systems.
Knowledge of local ordinances, state and federal regulations that govern environmental protection as it relates to the wastewater collection, treatment and disposal.
Ability to plan and direct the design, construction, operation, maintenance and repair of sewer facilities and collection systems.
Ability to perform engineering computations and make comprehensive recommendations for the solution of sewer utility problems.
Ability to develop and control an operating budget of 22 million dollars or more.
Ability to establish and maintain effective relationships with citizens, staff, city, county, state, and federal officials.
Effective written and verbal communication skills.
Ability to perform inspections of treatment plants and construction projects.
|Bachelor's Degree in Civil, Sanitary or Environmental Engineering and four (4) or more years responsible experience in the design and administration of wastewater systems, four (4) of which must have been in a management capacity; or an equivalent combination of education, training, and experience. State of Florida Professional Engineer Certificate and a valid Florida Driver's License are required.
