|Performs Administrative and supervisory work overseeing multiple levels of complexes and programs within the Recreation District. An employee assgined to this postion directs, organizes, oversees, coorinates, and evaluates a variety of recreation, leisure and community services programs and events. Duties include: assisting in the development and implementation of district goals, and objectives; policies and procedures; district budget; and payroll. Selects, assigns, instructs, manages and evaluates permanent, permanent part-time and seasonal staff, and volunteers; consults and advises staff regarding the efficiency and effectiveness of programs and recommends personnel action. This employee acts as liaison between section management and complex managers. Builds community relations with the general public, and other city employees. Also conducts inspections of buildings, grounds and equipment for cleanliness and safety in accordance with City, State, and Federal health codes. This position is distinguished from a Recreation Section Manager in that the latter have Section wide duties and responsibilities, and/or multiple district level of management.|
|Oversees and evaluates scheduled recreational programs of multiple level complexes. These programs include but are not limited to rentals, contractual classes, registrations, memberships, special events, and tangible purchases.
Prepares and reviews periodic reports for correctness within a timely manner.
Recommends and monitor the district goals and objectives documented in employee's evaluation to completion.
Reviews existing policies and procedures suggesting new methods of accomplishing procedures and tasks, and organize district team meetings to ensure staff consistency and compliance in work practices.
Prepares and monitors district budget incorporating revenue projections, and expenditures, and approve payroll to ensure conformance with approved district budget.
Participates in recruiting, interviewing, evaluating and in professional development of permanent staff, permanent part-time and seasonal staff.
Advises section staff, recommending employee promotions, transfers and/or disciplinary action.
Communicates verbally contributing to the overall operations of recreation by participating as an active member of a work team, serve on other divisional and departmental committees, and host advisory council meetings within the section level.
Conducts surveys to identify the needs of patrons, and community groups and develop recreational/social programming and special events to meet district needs, and advise section staff on community needs.
|Knowledge of principles and practices of planning, developing, and promoting recreational and community service programs, and facilities.
Knowledge of principles and practices of public administration,
Knowledge of the rules, regulations, and ordinances, principles of budget and fiscal management; financial record keeping practices; basic budgetary administration practices and terminology.
Knowledge of principles and practices of personnel management, employee supervision, including selection, work planning, organization, performance review and evaluation, employee professional growth, and discipline.
Knowledge of techniques for dealing with a variety of individuals from various socioeconomic, ethnic, and cultural backgrounds.
Ability to establish and maintain effective audio-visual discrimination and perception needed for making observations,
Ability to communicate concisely both orally and in writing.
Must drive personal vehicle in the performance of work.
|Bachelor's Degree in recreation, leisure services, physical education or a related field with four (4) years of professional level experience in an organized recreational setting; six (6) months of which must have been in a management capacity; or an equivalent combination of education, training and experience. Must possess a valid State of Florida driver's license; certification in CPR and First Aid within first six months of hire required. Must pass a criminal background check and polygraph examination.
Florida Recreation and Parks Association and/or National Recreation and Parks Association professional certification desired.
