|PERMITTING SERVICES MANAGER|

|Performs managerial and professional work assisting the Permitting Services Division Manager in the development and implementation of operational policies and programs for the Permitting Services Division. Work includes oversight of all programs and services related to the Florida Building Code or Land Development Code, depending upon the area of assignment. An employee assigned to this position serves as project manager for major projects assigned to the division and works with the Division Manager to insure construction and inspection processes are consistent with applicable codes and the goals of the division. Work is reviewed through conferences, observations, reports and results achieved.|
|Responsible for ensuring that the Permitting Services Division provides high quality, efficient customer service. Manages customer service initiatives and development of operational processes.
Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures, implement changes as warranted.
Oversees and participates in the development and administration of the programs annual operating budget. Reviews, initiates, monitors and authorizes purchases. Prepares monthly and quarterly performance reports.
Reviews performance and authorizes personnel actions such as employee selections, promotions, transfers and demotions; review disciplinary actions.
Develops Division schedules based on projects complexity, current permitting workload, staff assignments, owner requirements, contractual requirements, and construction schedules.
Coordinates interrelated activities of design professionals, owners, contractors, and City staff as they relate to the permitting process. Provides information pertaining to permitting process requirements and resolves customers' problems/complaints.
Attend owner/contractor/design team jobsite meetings. Provide input on permit review status and address any field concerns as they relate to inspections and documentation processes.
Tracks permit plans to insure internal deadline and the owner/contractor schedules are met. Create a seamless flow of information to/from architects and engineers in relation to code compliance. Address field coordination issues with contractor to insure the proper information is submitted and approved by permitting office in a timely fashion.
May act as Division Manager in his/her absence.
Perform other related duties as assigned.
|Knowledge of construction management concepts and practices and ability to read construction and architectural plans and specifications.
Knowledge and experience with customer service, constituent service, community outreach, and marketing.
Knowledge of General Building, Fire and Life Safety Codes.
Knowledge of construction scheduling, process, and code analysis.
Knowledge of modern practices and principles of administrative and operation/process management.
Knowledge relating to the preparation and administration of annual budget.
Skilled in both oral and written communication.
Skilled in the operation and utilization of a personal computer and applications relevant to area of assignment.
Ability to coordinate multiple projects simultaneously.
Ability to plan, assign, review and evaluate the work of subordinate personnel.
Ability to establish and maintain effective working relationship with citizens, businesses, staff, and City/County/State, and Federal Officials.
Ability to stand and walk for extended periods of time.
Ability to perform duties under adverse conditions.
|Bachelors degree in Civil Engineering, Construction Management, Public Administration, or related field; and four (4) years experience in construction management, code enforcement/inspections, code analysis and customer service or related experience, two (2) of which must have been in a supervisory capacity or an equivalent combination of education, training, and experience. Must possess a valid Florida driver's license.|
