|IT PROJECT MANAGER|

|Performs professional level work and is responsible for planning, executing, and finalizing projects according to strict deadlines and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan and providing business value. The IT Project Manager also defines the project's objectives and oversees quality control throughout its life cycle. Work is performed under the general supervision of the CIO and performance is reviewed through conferences, written reports and achievement of goals and objectives.|
|Defines project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.
Communicates project expectations to team members and stakeholders in a timely and clear fashion.
Sets and continually manages project expectations with team members and other stakeholders.
Plans and schedules project timelines and milestones using appropriate tools.
Tracks project milestones and deliverables.
Determines the frequency and content of status reports from the project team, analyze results, and troubleshoots problem areas.
Defines project success criteria and disseminates them to involved parties throughout project life cycle.
Conducts project post mortems and creates a recommendations/lessons learned reports in order to identify successful and unsuccessful project elements.
Develops best practices and tools for project execution and management.
Estimates resources and participants needed to achieve project goals and business value.
Drafts and submits budget proposals, and recommends subsequent budget changes where necessary.
Where required, negotiates with other department managers for the acquisition of required personnel from within the city.
Assesses the need for additional staff and/or consultants and makes the appropriate recruitments if necessary during project cycle.
Directs and manages project development from beginning to end.
Develops full-scale project plans and associated communications documents.
Delegates tasks and responsibilities to appropriate personnel.
Identifies and resolves issues and conflicts within the project team.
Identifies and manages project dependencies and critical path.
Develops and delivers progress reports, proposals, requirements documentation, and presentations.
Manages changes in project scope, identifies potential crises, and devises contingency plans.
Coaches, mentors, motivates and supervises project team members and contractors, and influences them to take positive action and accountability for their assigned work.
Builds, develops, and grows any business relationships vital to the success of the project.

|Bachelor's degree in Information Systems, Programming, Computer Science or related field and four (4) years project management experience, two years of which must have been implementing projects in the following areas: information technology, network infrastructure or major software applications; or an equivalent combination of education, training, and experience. Experience with standard desktop productivity and project management tools required. PRINCE2 or PMP Project Management Certification is required. A polygraph is required for this position.
ADDITIONAL QUALIFICATIONS FOR POSTING:
Current city employees who are not currently PRINCE2 or PMP certified will have six (6) months to obtain the certification at their own expense.
