|WASTEWATER ASSET MANAGER|

|Performs responsible administrative and supervisory work involving the Fiscal and Asset Management of several programs and sections within the Wastewater Division. Duties include participating in and coordinating preparation of annual budget, forecasting fiscal requirements, monitoring and maintaining annual budgets, monitoring and maintaining the operations of warehouse inventory, generating routine budget status reports and trend charts, and monitoring and controlling the Division's assets. Work is performed under the supervision of the Wastewater Technical Support Manager and is reviewed through reports, conferences, and results obtained.|
|Coordinates preparation of annual budgets by analyzing expenditure trends, forecasting fiscal requirements, evaluating budget requests for priority, quantity, and cost, and reviewing completed budget requests for consistency and completeness.
Facilitate development of a functional budget for the Wastewater Division.
Prepares budgets for presentation to Program Managers and Division Management.
Monitors budgeted expenditures by reviewing statement of operation s and fiscal ledgers to avoid cost overruns.
Locates available funds for unanticipated fiscal needs using knowledge of Division' current spending trends and encumbrances; prepares budgetary transfer request and represents the Wastewater Division at meetings concerning fiscal matters.
Review and approves request ions for services and materials ensuring adequate funds and proper codes.
Authorizes payment of invoices.
Meets with various vendors, sales representatives, and supervisor of various companies for possible purchase of supplies, serves, and materials.
Provides guidance to managers engaged in the preparation and maintenance of computerized and manual fiscal files, reports, and payroll documents.
Performs monthly, quarterly and annual audits of program budget is to ensure proper documentation and use of funds and prepares reports for manager's review.
Serves as division liaison regarding payroll, property and supply matters.
Utilizing the HiperPM program, activate the asset cost control module and monitor the anticipated asset replacement frequency. Performs other functions as required to facilitate accomplishment of section goals and objectives.
|Knowledge of federal/state rules and regulations related to municipal governments.
Knowledge of bookkeeping principles and practices related to fiscal, asset management and governmental accounting.
Knowledge of budget preparation and administration.
Knowledge of laws, ordinances, rules, regulations, contracts, policy and procedures affecting operations.
Knowledge of modern office management principles, practices and equipment.
Knowledge of computerized Financial Management, accounting, budget, data processing, and payroll systems.
Ability to analyze and interpret fiscal and accounting records and prepare accurate and complete financial statements.
Ability to prepare difficult and complex financial and administrative reports.
Ability to supervise the work of others.
Ability to operate personal computer and software applications.
|Bachelor's degree in Business Management, Accounting, and Finance plus four (4) years experience in accounting, inventory, warehouse management, asset management, finance or related field including some supervisory or equivalent combination of education, training and experience.|
