|Middle Management/Professional/NM AD|
|Performs responsible managerial and administrative work in area of Solid Waste Management (e.g. refuse collection, container maintenance, recycling, driver training, customer service and billing). Under the direction of the Environmental Services Deputy Director directs and coordinates, through subordinate managerial personnel, activities of Division programs to obtain optimum use of equipment, facilities and personnel. Aids Bureau Chief in formulating and administering Division policies and procedures, and developing long range goals and objectives. Reviews analysis of activities, costs, operations and forecast data to determine Division progress towards stated goals and objectives. Recommends capital expenditures for acquisitions of new equipment. Enforces compliance with City policy and procedures and governmental legislation/regulations. Work is performed under the supervision of the Division Manager and reviewed through reports submitted and results achieved.|

Participates in formulating and administering Division policies, procedures and local ordinances, and developing long range goals and objectives.
Reviews analyses of activities, costs, operations and forecast data to determine Division progress towards stated goals and objectives.
Recommends capital expenditures for acquisitions of new equipment; participates in the review and evaluation of specifications for garbage trucks and related equipment.
Enforces compliance with City policy and procedures and governmental legislation/regulations governing Solid Waste Collection, billing, etc.
Directs investigations into causes of customer complaints and ensures they're responded to in a timely manner.
Monitors training programs and ensures compliance with all safety regulations; participates in development and/or revision of incentive programs to increase productivity and employee safety.
Reviews payroll for all sections, audits and verifies by signature; directs preparation and expenditure of division budget.
Attends various conference and workshops.
Prepares and delivers speeches to various civic organizations.
May act with designated authority of Division Manager during absence.
Monitors employee performance to ensure optimum productivity; counsels employees, administers disciplinary actions up to an including terminations.
Participates in the review, development, and/or revision of fee/rate schedules for services provided; may present recommendations to City Council and other official committees.
Performs other related duties as assigned.
|Considerable knowledge of local, state, and federal regulations governing solid waste management.
Knowledge of management principles and practices.
Knowledge of budget development and administration.
Knowledge of various resource recovery systems.
Knowledge of purchasing procedures and guidelines, and effective interpersonal skills.

Knowledge of solid waste collection/disposal techniques and practices.
Ability to plan, organize, and direct various different activities.
Ability to establish and maintain effective work relationships with co-workers, general public, and City officials.
Ability to conduct research, develop and present proposals, both verbally and in writing.
|Bachelor degree in sanitary engineering, business administration or public administration, or a closely related field; plus a minimum of two (2) years managerial or supervisory experience in solid waste or an equivalent combination of education, training, and experience.|
